50,000 NOTWITHSTANDING the fact that all the world know that the Battle Fleer, as a fleet, is annihilated, and that the Japanese officials at this part have announced that the route between Hongkong and Japanese ports is now quite safe, there appears to be still found some seamen obdurate enough to think the risk of going North too great. On this ac- count Capinin Jones of the ss. St. Kildare, prosecuted 20 members of his crew for refusing to proceed to Japan, and though the position was explained to them fully both by the Captain and the Harbour Master, they remained recal- citrant with the result that the los. Captain L.A. W. Barnes-Lawrence, Marine Magistrale, had no option but to send them to three weeks' imprisonment:

THE bureau of Insular Affairs of the U.S. War Department at Washington, is having prepared for the Philippine Government plates for a series of postage stamps, equivalent in deno- minations to those of the United States. These stamps are to bear the vigneties of Rizal, McKinley, Magellan, the discoverer of the Philippine Islands Legaspi, discoverer and explorer, who followed in the footsteps of Magellan, implanting government in the various localities, and establishing friendly relations with the natives; Lawton, Lincole, Bampson, Washington, Carriedo, a Spanish philanthropist, who, upon his death, devised cerlain large estates to establish a water supply for Manila: and Franklin, and those of the denomination of one peso and over are to bear

somewhat on the lines of the Oxford and Cambridge missions in India, have chosen China and sont a man there to locate the work, The old Conservative province of Hunan, in Central China, had then just been opened to foreigners. The Yale Mission will locate in its capital city Changsha, and Dr. E. H. Hume is shortly to arrive.

A NOTIFICATION has been issued by the Government of Madras dated the rath inst stating that the Governor in Council has direct- ed that the regulations under the Venice Sanitary Convention be re-imposed at all the uninfected Forts of the Madras Presidency against arrivals from Hongkong, intimation having been received that there had been 20 cases of plague here since the 31st March lat

the coat of arms of the Philippines islands. CHINA COAST METEOROLOGICAL REGISTEK The special delivery stamp has on one end a Filipino messenger boy, and on the other id Mount Mayon, a volcanic mountain, in the province of Albay, near the sea-coast, and prominent as a landmark-Cableuetus.

THE May number of the Far Eastern Review, which we have just received from the publishers in Manila, gives a very copious and interesting account of the electric railroad and light system of Manila. As the tramways have just been started, the report of the conditions under.which the undertaking in worked should prove of value to those concerned with electricaldevelop. ments in the Far East. The account is ea hanced by the addition of numerous photogra- phic reproductions and diagrams and the advant- ages of the new system over the old are clearly demonstrated. In other respects the Review is as bright and informative as ever. With this issue the Review completes its first volume and we trust that the success which has at tended the first year's publication will be con- tiqued as it is certainly deserved. It is well that the advance in engineering works in the East and general commercial developments should be chronicled by a trade journal, and the Far Eastern Review admirably fills the niche which it occupies.

A WERK or so ago, a Kling revenue officer was on duty on Keppel Road outside Berneo Wharf, Singapore. He saw a Chisaman who had apparently just landed froma!longkong steamer. He at once pounced on the stranger and de manded to see his possessions. Among these was found a number of Chinese silver coine. The officer at once scented profit and declared that the stranger was a law-breaker and must forthwith be arrested and subsequently exposed to dire pains and penalties. To avoid these, the Chianman handed over four of his coins worth about 80 cents. So far all seemingly went well, but the Revenue Officer had reckoned without the possible immediate pre sence of a detective. He had hardly got possession of the money when this Nemesis put in an appearance and removed him to the Dearest police station. Inspector Gallager obtained a summons. Yesterday, says the Straits Times, of zad inst., the Revenue repre sentative responded to it. Mr. Colman heard the case with the result that the revenue officer has three months' hard work to do, and some felsure to think on the error of his ways. This is but another of the cases in which the Opium Farmer's servants take advantage of their posi. tion to oppress strangers. In this however, prompt retribution has followed. This is at any rate satisfactory.

off as well and swingingly as if all the "old C. 51, James.com. timers" were still at their posts. As Lady St.

Mallory, Miss Dolly Grattan appeared a trifle stiff and stilted, as compared with Miss Bertha Hunter's easy impersonation of that character. The Three little Malds, old favourites, were in capital form, and their signing fully de- served the enthusiastic encores and the many floral tributes the performere elicited. Mr Frank Cochrane was in better form than over, and his rendering of that popular song with the catchy refrain "When I gaze into your eyes was perfect, and it was re- gratied that he could not respond to the encore it provoked, Lord Chayne, Mr. Percy Haydn, was as usual very good, and kepi up the character in a minh-provoking style. Mr. Edgar Ronnids, a Brian Molyneur, would have done better if he had been more natural, and taken bis place as a man of the world, Instead of a somewhat stiff apparent novice in the matters histrionic. Of the rest Mr. Jomer Dallas as Cupid, a caddy, was all that could be desired. Throughout he acted, as if to the manner born, and was just a country caddie and nothing more.
