VALUE OF BRITISH MÁVAL EXPENDITURE,

At a moment when certain members of Parliament appear to be so completely unaware of the unsettled state of the Continent that they seriously imagine Great Britalu might, a

agreement with France, reduce her paval expenditure, says the Paris correspondent of the Times, it may be well to placé before them what people are thinking on the Continout and to war them against giving way to Utopian idents when there perhaps never was a time wher it was more necessary for Great Britain to keep her powdor diy and to have a plentiful supply of it. I'am selecting for the purpose a brief article in the Gaulois, entitled "Les Points Noirs," which refent to some of the untoward possibilities contemplated abroad, for which Continental States are argced to prepare.

The Gauloir says that one of it friends who† has just feturned from Alfice states that the German army is training as if for a war. at no distant date, and be adds that never has that army been more efficient. The writer does not believe that the German Emperor wants to pick a quarrel with France, but in the present state of Europe é conflagration may

break out at any moment, and it is the duty of the French Government to reckon with it henceforth. If the Emperor of Austria should disappear from the scene, war, according to this authority, is to be feared, as the Emperor Francis Joseph alone controls at the present moment the ambitions of Germany, whoss dream is the possession of a port on the Adriatic. That ambition, it is true, would clash with the aspirations of Italy, who wants her share in the Austrian succession and will not surrender her claim të Trieste, even to the profit of her powerful ally, the German Em peror. Russia cannot interfere in the conflicts

which eventually threaten the general peace. Her struggle with Japan does not allow her to mix actively in European affairs...

The writer in the Gaulois believes that

France will stand aloof and that Germany does not dream of violating French neutrality, but he inquires whether France would not be weakened by the increase of Cerman power and, if lealy came to terms with her ally of to- day, would not France be vanquished without

haring fought. He does not think that the Anglo-French entente, even il England offered her support, against Germany, would be sufficient. The responsibilities involved would be too heavy to be assumed by the statesmen who at present govern France.

I do not consider the above to be anything more than a symptom of the uneasiness which is just now pretty general on the Contineat. The cleavage in the Triple All'ance, which bax Ist Austria-Hungary and Italy almost hostila to one another, and the erratic policy of Germany in pursuit of aims based prin cipally on the boundless ambition of her ruler, are the rent causes of the present unrest, and might ultimately lead to a rupture of the peace. But it is the duty of those in a position to see something of what is going on behind the scenes to caution well-meaning people who dream of disarmament that any British Government which at the present Str.
