At the instigation of Mr. Odagiri, the Japanese Consul-General, the Chinese authorities here have refused to allow the Russian colliers the entry of the port in the usual Customs way,

of Imperial Maritime Customs, has refused to exact any bond from the shippers that any coal they carry is not intended for the belligerents before the issuance of the clearance papers, until he hears from Peking. The Taolai, at the instance of the Japanese Consul General, ia- tends to prohibit the export of coal from Shang. hai. According to the Sin Wan-pao the Viceroy of Nanking wired to the Taotei that the former had been informed by Mr. Odagiri that undis putable evidence bas been obtained through his foreign, and native spies that coal has been smuggled out from Shanghai to the Russian Fleet. The Viceroy instructed his subordinates that no ship must be allowed to leave Shanghai with coal unless the shipper give sufficient security that it is not consigned to the Itus sians. ED., H.K.T]

It is reported that ships of the Russian and Japanese Fleets have been engaged forty miles north of the Saddles.

Japanese Report Successes,

In reference to the House. Tax Award, in Japanese and foreign sections it is equally admitted that while technically the property. holders may be right in their contention, the equity of the case is plainly on the side of the Japanese. There is a common satisfaction that serious friction has been removed by the enlightened methods of arbitration.
