Gentlemen, since we last net negotiations bave been opened at Feking with the Chinese fiovernment for an Agreement for the joint working of a railway line of 4' 8" gage from Canton with one from Kewloan to the frontier of the New Territories. It is proposed that this Agreement should b on the lines of one con cluded by the Colonial Office on behalf of this Government with the British and China Cor poration.
