PORT ARTHUR AT THE TIME OF THE CAPITULATION.

OFFICIAL JAPANESE STATEMENT as to GUNS, PROVISIONS AND PRISONERS,

In view of the assertions which have been made by General Stoessel and other Russian officers as to the condition of Port Arthur at the time of the capitulation and the numbers of the garrison, considerable faterest attaches to a list of the guns, prisoners, quantities of ammunition and provisions captured at Port Arthur which has fust been issued by the Jap anesa authorities as the result of an exhaustive investigation. We may remar. that, as far as ammunition la concerned, the list fully bears out the statements of Russian officers to the effect that the supply for large guns was almost exhausted. The number of prisoners, however, shows that General Stoessel's recent assortions as to the strength of the garrison have been strangely wide of the mark. The official state- ment, which was made public recently, is as follows:-

1.-Prisoners, 41,641 (of these, 15.307 were sick, and 1,398 released on parole),

Generals-7 (to were allowed to return home). Other officers-1,439 (of these 133 were sick or wounded, and $26 were sent home, the rest staying in Japan). Non-commissioned. officers and men-40,185 (of these, 15,174 were #lck or wounded, and 862 were released), The
