Mr. Chamberlain's Fiscal Reform,
LONDON, 14th April.
At a meeting of the Tariff Reform Mem- bers of the House of Commons at which Mr. Chamberlain presided, a deputation was appointed, headed by Mr. Chamberlain, to wait upon Mr. Balfour with a view of arrang ing a modus præendi. It is understood that the Chamberlainites have decided to con- fine the present fiscal policy to the pro- gramme of Mr. Balfour. The Duke of Devonshire's supporters are regarded as irreconcilables.
The War in Manchuria.
Later. General Linevitch reports that Russian cavalry have raided the railway near Kni Yuan and demolished the telegraphs.
Marshal Oyama reports that the Russians are gradually retiring along the Kirin road; positions otherwise are unchanged.

LAUNCHES IN COLLISION.
This morning before the Hon. Capt. L. A. W. Barnes-Lawrence, RN, Marine Magistrate, an inquiry was held into the circumstances attending the callision which took place be tween the stem launches Tong On, l'ang Tsam, master, certificate No. 57, and the Riting Star, Cheung Shing Ks master, certificate No. 279, in the waters of this Chiony..on the 12th nst. Mr. Cheung Kam Ching, owner of the steam launch Tung On, was present to watch his intere is.
The master of the Tong On stated that on the rath inst, at about to am, the boat he was in charge of and another launch, the Riring Str, left Hongkong from the same wharf, at Little Hongkong. He was leading while going through the Sulphur Channel, and rounded the point at West Point some 40 yards distant. The Rising Star overtook witness's launch and then crossed his hows. He eased his engines as there was no room to turn to por and struck the Rising Star just abaft the port beam. The Rising Stor continued on her way, but witness returned to longkong.

Eight stowaways and three aiders and abettors were charged this morning beforê1 Mr. Hazeland, at the Magistracy, with, the first lot, secreting themselves on board the 1.5. Nicomedia in the barbour with intent to obtain free passages to Portland, Oregon, and the second lot with aiding and abetting them. The case was remanded until Wednesday.
THE "LISCUM."
The transport Liscum, in her new capacity as a cableship, is now reconnaitring the inter island cable, and has reported the whereabouts of the first break-between Batangas, and Calapan. After repairing the Batangas-Calapan to overhaul the
cable the Lincunt goes Masbate-Catbalogan cable. She will mike ở thorough inspection of all cables south of Masbate.
The Liscum case has been settled. While there was a strong suspicion that the goods in dispute which were seized by the Customs au- thorities were intended to be smuggled into Manila when the vessel returned from Hong kong recently, there was not found to be suffi- cient evidence to make formal charges, and the goods have been released on payment of the duties.
