THE Consul for Japan has informed the 'Coin. nia! Secretary that the Japanese Consul at Yingkow telegraphs that, since the 19th inst. quarantine regulations are being imposed against vessels arriving from Hongkong which has been declared to be infected with bubonic plague.

Many in Hongkong will regret the de- mist of the Hongkong life Association, It was the only Association whose member- slip was open to all and sundry. There are still three rifle clubs in existence in Hong kong, but to become a member of these one must be either an army man, a volunteer, or on the reserve, so that the plain individual, WHISKY, who has not the time or the inclination to don the uniform and complete a certain number of drills annually, is debarred from the pastime of rifle-shooting. This is the more astonishing in view of the impetus given to the formation of rifle clubs in Great Britain. It is recognised that a citizen may be an exemplary volunteer and at the same time an execrably bad shot; but it is not the volunteer, as i volunteer, that is required so much as a steady and reliable hand on the trigger. According to the chairman of the Hong- ME.
