The British Navy. . In the House of Lords, Viscount Goschen justified Great Britain's vast increase in naval expenditure during the last fifteen years by the changes which liave occurred throughout the world. He did not think that the loss of fine Russian battleships justified the de crease made in the British programme...

Farl Selbourne referred to great changes which have taken place in the naval position of the world. Russia has become a naval power; France has maintained her building and efficiency; America and Germany have evolved navies of equal strength, and efficiency; Italy has stood still. England merely recognized facts. He did not advo cate the three-Power standard because he thought England was unable to afford, it. Stability of finances was as necessary as an efficient navy, and one must balance against |A, O.C. the other.

The report of the Board of Directors to be presented at the second ordinary meeting of shareholders to be held at the office of Messrs. Holliday, Wise & Co., No. ton, Calle Anloagus,

Manila, at 3.30 pm, on Thursday, the 30th March, 1905, is as follows:-'

Centlemen,-In accordance with article 81 of the ar icies of association the directors now beg to submit their report of the working of the Company from the 1st day of November, 1993, to the 3151 day of December, 1904.

The Attorney General then proceeded to discuss the Company's amendments, when Mr. Napier pointed out that the Council had not- got them. But even as he spoke they were placed in his hands.

As regards section 12, the Attorney General said that the Co. had prepared an amendment and the Govt, one also.

Mr. Fort interposed that they were not identical.

The Attorney General admitted that, but he opined there would be no difficulty in coming to an agreement in most matters.

MR. FORT FOR THE COMPANY. A TWO HOURS' SPEECH.

Mr. Waddell seconded the amendment.

It is impossible to give more than a glimpse of Mr. Font's arguments, and indeed in the lay mind, without the bill and the statute book beside them, they would be mostly technical.

Wengre to inform you that our resident manager, Mr. J. F. Wright, through bad health, has been compelled to take a trip home, and his place has been tempomarily taken by Mr. R. Ephreys who will represent the company in Manila.

The lecturer pointed out that the rays from Radium would pass through paper, wood, and such metals as copper, and iron. He explained the use of the electroscope in detecting the rava, also of the spectroscope in separating Radium from other materials. The wonderful heating power of the new substance was described, and an account was given of the eff cis of the rays on photo- graphic plates, the body and eye, on the dura tion of life, and in disease. On account of its being de 4tructive and injzrious to vitality, Radium was described as a most powerful poi- son, which needed to be used with caution. MOKE COUNTERBEIT COIN.

A considerable quantity of counterfeit coin. having heen found in circulation in No. 7 police district, Inspector Collett put his men on to watch for utterers with the result that he found two men in possession of sums of Sa and $117, respectively, all of which were com. posed of a white metal rather heavily plated with silver. Among the coins' were two coun terfeit dollars, and the rest were subsidiary coins

Mr. Fort commenced by thanking the C un- cil for hearing the Company by Counsel and said be proposed to confine himself to amends ments concerning the taking over of the Ca.. leaving alone the pass of the bill which affect- ed the working of the Board when it was taken over; except so far as their present servants and officers are affected. That was a point which seemed rather to have been overlooked in the original drafting of the bill. Their amendments fell into groups, the first of which was, whit was the undertaking to be taken over by the Government and the new Board There was not much doubt as to the intention¦' it was to take over the whole u dertaking both the rights and liabilities of the concern, Hence the substitution for the words property and assets, the undertaking."
