THE WAR.
The Opinion of the Press in France.
Tokio, 17th March, Japan's decisive victory at Mukden has com pletely changed the tone of the French Press which now unanimously advocates peace. Not 10 speak of the pro-Japanese papers or socialist papers, which, affirming Russin's total defeat, insisi with increased energy upon immediate
peace, such serious papers as the Temps, the Matin, and even such most pro-Russian papers as the Echo de Paris and the Gaulois all express the opinion that as there remains no hape of victory for Russia in the near future, it would be better for her to conclude peace upon reasonable terms. There is serious! anxiety among capitalists concerning the future prospects of Russia. The Matin, which after the battle of Liaoyang loudly declared that Japan could henceforth entertain no more hape of success, writes on the 15th inst., that: "The fate of war has now decided that 'the Japanese arc masters over both sea and land. Russia con no longer fight for victory in the present war Japan is assured of gathering all the fruits of victory a new nation of the first order has arisen in the Far East; she has earned a place among the most civilised nations, and already equals the most powerful States. It is the time for her to show magnanimity by facilitating the conclusion of peace on acceptable terms exclud- ing any claim of indemnity, or any moral abasement of Russia." All the news from St. .Petersburg published in France tends to show a determination in Russia to continue the war with fresh energy.
Osaka, 17th March
A London telegram received bere to-day says that a thoughtful article in one of the papers has been welcomed by the public in Paris. It considers that the postponement of the Russian Ioan is the best available means of ending this hopeless war; it points out the difficulties. Russia would experience in paying off her pre- sent debt of 10,000,000 to France, and sug gests that the French Government should use its influence for the restoration of peace, which is most necessary at the present moment. It concludes by saying that no further Pussian loan should be subscribed in Paris until the Tear promulgates a constitution for Russia.

The pipers here admit that the successes achieved in Manchurin are beyond expectation. They predict that the Russians will be isolated, thanks to the occupation of Tiebling,combined with the march of the Japanere along the Kirin Road.
They declare that the occupation of Tickling allows the Russians no respite, and they paint a vivid picture of the despairing remnant of the Russians (fleeing across the interminable desolate plains towards Habio, in worse con- dition than even Napoleon's host on the retreat from Moscow.
Altogether this new march from Moscow hids fair to be as memorable as that where to Russia doomed Napoleon,
