Sir, I am directed to inform you that the lighting of the Wang Mun entrance to the West, River has recently been under the considera- tion of the Government.

With reference to the statement in my letter to you of the 17th ultimo that "it was under- stood that in one or two cases at least Chinese

pilots who have passed the examination have not been granted licences, the vacancies being filled by Europeans subsequently examined, I am now given to understand that this was incorrect, although the source, from which this information was obtained, was thought at the time to be reliable. I am therefore to express the regreif the Committee of this Chaiber that such a misstatement of fact should havé,

REPORT BY THE HARBOUR MASTER.

In January of this year there were 87 arrivals and 26 departures from and to the West River Irom here, made by sleamers of which 8 were British.

It is hardly decessary to point out that this state of affairs not only caused at times con- siderable inconvenience and loss to ship owners but the risk of damage to valuable property and heavy loss of life also influenced the Com- mmittee in approaching the Government with a -view to having these incompetents weeded out.

There were however a number-probably some 40 at least-of Chinese boatmen who for years acted as pilots, 'bringing in and taking

selves competent and trustworthy and though recommending legislation, the Committee had it in mind that the examination of this class of men, who could not possibly he expected to pass highly technical examinations, would be conducted with similar consideration to that now shown in their examination to coxswains and engineers of local togs and launches,

The Committee of the Chamber from the first expressly stated that they considered it advisable not to limit the number of pilots and in the belief that this would be the view taken by the Government, the Committee contented themselves with a statement to this effect in their letter addressed to the Hon. the Colonial Secretary dated 21st April 1904. At the same time they also expressed the opinion that the fees for pilotage should not be increased.

I would bag to remind you that the views of the Cominitice were very fully set out in the correspondence which passed between the Chamber and the Government in 1972, 19031 this has been published in the Chamber's Reports for these years.

The Committee understand that this sugges tion for a light in this position has been made from time to time to the imperial Maritime Customs by the Capains of the steamers trad ing on this route and is also shared by Captain Dixon, the superintendent of the associated companies' steamers, who has also acted as the admiralty pilot on the deeper draft British Naval vessels which have entered the West River.

The proceedings at the recent General Meet ing regarding the resolution transmission to the Government which was carried by the members having been discussed, it was decid ed to forward a copy of the proceedings with a covering letter explaining the Commitiee's, views on the matter in detail.
