It would be illegal, be declared, to make shipment of goods to an agent at Hongkong and afterwards to tran [32 ship them to the Philippines unless both sections of the voyage were in American bottoms. Furthermore, it would be impos- sible to buy a single item of American manufacture from any foreign port unless it had first been shipped to such port in an american vessel and afterwards trans-shipped to the Philippines in a boat flying the same flag. Under the law it would be the duty of the collector of customs to seize and confiscate any such goods arriving in Manila on any save an American vessel. We do not think it will be denied that the United States Government have any inten- tion whatever of arresting the development of their newly-acquired possessions yet by placing such a restriction on trade as this undoubtedly will prove to become; their action certainly shows a policy fraught with considerable danger from a commercial point of view. A LONDON correspondent has good authority for stating that the Japanese (overnment, through Viscount Hayashi, has inquired of our Minister whether facilities might be ex pected to be given for the coating of Japanese warships in the British East Indies. Coal, it is said, will not be actually wanted, as the Japan- ese will provide their own fuel; and all that is desired is the advantage 'ol transferring it from colliess to warships in harbour. It is difficult to see how this facility can be refused, in view of the many advantages which the Russian Baltic Squadron has enjoyed on its

A rusion of the Federation of Master Cotton Spinners and the Bolton Master Cotton Spin- ners' Association has been announced as practically complete. THE Ministry of Marine at St. Petersburg has summoned a conference of the representatives of the shipbuilding yards and engine works to meet for the purpose of informing the Imperial authorities as to the state of their yards and works with regard to building ships and engines, and with special reference as to the number of warships which could be built in the Russian yards during the next five years. It is scarcely likely that the full results of the conference in question will be made known, at least for the present.
