CRIME IN HONGKONG. In a brief animadversion upon crime in the Colony a Shanghai contemporary asserts BUILDINGS. that for the past few weeks Hongkong has developed a record which would put to shame a far west American mining centre, and which has even outpaced Manila. It alludes to the weekly budget of murder cases, suicides, criminal assaults and rob- beries, and says that, if this season of crine continues, Hongkong will be as notorious for crime as it was lor plague. GUNNER Watson, R.G.A, was before Mr. Gom pertz this morning for a brutal assault on a coolic at Shaukiwan on Saturday. He knocked the coolie down, hurting his chest, and then. "danced" on his face, bruising his forehead and splitting his lip, and cutting his check. He was fined $20 for the assault and ordered
to pay $20 compensation to the coolic. MANY Chinese newspapers in Hongkong and. Canton are publishing a translation of Consul- General Z. Volpicelli. It is a translation, adapted to the Chinese public, of the 12th chapter of the famous book "On Crimes and unishments," of Marquis Beccaria (first published in 1764), which transformed the criminal jurisprudence of Europe. The chapter in question exposes the absurdity and cruelty of judicial torture:
JOHN MICHAEL was this morning charged before Mr. F. A. Hazeland at the Magistracy with being drunk and disorderly in Elgin Road, Kowloon, and further with assaulting Indian constable No. 774. The defendant was chasing everyone in sight, and when the con- stable told him to be quiet and go home, de fendant struck him on the head and chest. On the first charge he was fined $3 or 7 days, and on the second Sto or 14 days.

In 1902 the number of cases dealt with at the Magistracy was no less than 16,070 as against 14,531 in 1901, 14,081 in 1909, 10,158 in 1899 and 13.341 in 1898. Statistics, such as these, are

we regard and behind the array of figures the results are instructive and, so far as those under considération at present are concerned, somewhat surprising. As our civilisation advances we become more and 'more surrounded with a network of Ordinances and police regulations and so forth, mainly directed to the interests of the public safety, health and comfort, and it is the incurring of the prescribed penalties by persons under these varied and various enactments and provisions that a large per centage of cases at the Magistracy is due. It is the multiplication of these offences which would account for a rise in the SPIRIT MERCHANTS, criminal statistics and not any increase of
