THE LAST HOURS AL PORT ARTHUR.

STOESSEL'S REPORT TO THR CZAR,

The following interesting telegram, dated, Chefeo 3rd inst., 4 pm. is reprinted from the China Gazilla :----

Torpedo launches arriving here to-day brought General Stoessel's last report to St. Petersburg, outlining the situation at Port Arthur previous to the surrender. The Rus sian commander therein pays a glowing tribute to his men and officers, eulogizing Gen. Smirnoff and the deceased Gen. Kondratchenko, Details are given showing the terrible caridi tion of the garrizan, the scarcity of ammunition and the fierceness of the enemy's 'shell fire. The report is now in the hands of the Russian Consul for transmission.

A Naval officer arriving with the launches speaks as follows: "There was nothing left for us to do but to surrender. The cuemy held Songrushan and other main forts and, their shells fell like rain. ́Bad General Stoessel waited longer the garrison would have been ex- terminated. General Smirnoff himself favoured surrender; likewise the garrison, unanimously, But the men wept when the first message asking for terms was sent. The soldiers stood in the trenches, staring stupidly at one another, while their officers, prostrated, sobbed as if their hearts would break. No bands played that day, and I don't remember seeing a single smil, ing face.

It is now believed that the Japanese occupy all the permanent forts, but have not yet entered into the town. The Russian ladies in attendance upon the wounded had to wear cotton saturated in eau de Cologne in their nostrils. So severe was the shell fire, that few of the hospitals escaped injury and many men were killed while lying wounded in their cots. Doctors and nurses were killed likewise. Hundreds are suffering from disgusting mouth ulcers, the result of eating horse-meat. The Sisters of Charity and volunteer nurses worked day and night, many fainting at their posts. Some inmates of the hospitals complain bitterly of what.seemed to them the heartlessness of the doctors and Sis: ters of Charity who have grown so accustom- ed to human suffering as to appear to the poor sick and wounded men to have lost all sympathy. According to the registration returns kept in the hospital sixty-five per cent, of the officials were killed or wounded. Only twenty out of 207 naval: officers remain uninjured. My father was at the siege of Sevastopol, but he never saw there what I saw in the hospitals of Port Arthur,

"The shrieks and moaning of the wounded, the death rattle of the dying, all combined to make the place a veritable bell.

"Medicines ara scarce and the number of doctors deficient even to attend where immedi- ate operations are necessary to save life.

"I shall never forget the heroism of the wounded officers and men, who having received wounds not incapacitating them from duty would stagger in, throw their arm aside and aid in dressing their own wounds; then grab their accoutrements and hurry back into the trenches. Similar scenes were of daily occur. rence during the clasing hours of the singe,

"When General Stoessel requested terms, I can safely say that the number available for duty was not more than four thousand, of which a good percentage were either in bad health, due to the lack of fresh food, or were slightly wounded. It was impossible for this number of men to garrison defances having [1393 circumference of ten miles sufficiently to repel

the enemy's assaults.

"When we left the inner basin at eight o'clock last night the enemy were still firing and using their twelve inch guns from positions perfectly commanding the fortress. The city was shrouded in smoke and the detonations and explosions of our arsenale, machine shops and supply depots were deafening. The entrance to the barbour was completely blocked for the passage of big ships by our vessels which had

been sunk by ourselves.

"The total number of Japanese assaults, upon our positions was fifty-six. Recently

their bombardments were almost continual and much more effective than before.

Chefoo, 4th January, 1.10 am. An officer, supposed to be of high rank, arriving this morning with the launches, states that the Port Arthur garrison awaited the word of HIM. Czar.

The despatches duly arrived in which the Czar stated that he did not expect the garrison to fight any longer, and His Imperial Majesty therefore would leave the decision as to the further defence in their hands.

A Council of War was immediately held, commencing at 4 p'clock on Sunday afternoon and lasting for three hours.
