TEUTON ACTIVITY IN KIAOCHAO BAY.

We got into Tsingtau early on a September morning, and I spent the whole 'day in stady ing the progress of this great German experi ment in the East. I need hardly remind your renders that Tsingtau is the port of Kisochao, where the laue Russian warships sought re- fuge. The last time I was there was in 1900, when the laying out of the town was little more than commenced, and except the barracks, the Prinz Heinrich Hotel, and the Governor's house, there were few buildings, but there were thous ands of roolies at work like ants all over the place, and the creaking of their wheelbarrows was perpetually in the ear wherever one went. RAPID PROGRESS.

I was perfectly astounded at what i saw

yesterday, and could not believe it possible that such progress could have been made in the time. Instead of anchoring outside in the bay, as we did last time, we sleamed in alongside a deep-water guny, which was more than long enough to accommodate a Germa warship and the Tsarevitch, which were moored to it. Parallel to this is a massive stone pier, at each side of which ships can lie, and still further another quay, so they have already provided accommodation for a very large number of ships. The pier and quays are all faced with large blocks of yellow sandstone and granite and branch lines of railway run down each, so that goods for the interior can
