British Military Reform.

NAVY'S RESPONSIBILITY.

LONDON, 19th November. The Standard states that the Government is considering a plan for concentrating the naval and military strength of the Empire, which includes the withdrawal of Regular Infantry from the small coaling stations, such as Mauritius, Ceylon, and Singapore, and the increase of the responsibility of the navy and of the local defence forces for these skill, not to say agil ty. He warmly denies that Germany has made any attempts to incite Russia against Great Britain in connection with Tibet, or the

• Baltic fleet incident, and repudiates the sug gestion that Germany has attempted to tam. per with the Anglo-French friendship; such blundering intrigues ascribed to Germany could have no effect on the sincerity of an entente such as this. The Count energeti- cally rejects the allegation that Germany is preparing for a naval war against England, which would be a monstrous crime and one which would completely destroy German, and partially destroy British trade, benefiting only our rivals who would proceed to capture the Anglo-German markets without firing a shot.

The Great Fire at Port Arthur, Takin, 24 h Novemb r.

It is officially announced that the conflagra- tion of the 22nd inst, at Port Arthur continued until 2 a.m. of the 23rd. It is proba ly the coal stores that were burnt.

Skirmishes on the Shaho..

Tokio, 24th November.

At midnight on the 22nd inst five or six hundred Russian troops at acked Hsinjungtan. Our pickets, after resisting as long as they could do so s fely returned to the main body, The village was totally burnt by the enemy's fire.

At dawn on the 23rd inst, the Russians essayed surprises at the railway, bridge across the Shaho, at Paolseyen, and in the western region, but they were everywhere repulsed.

Tokio, 25th November.

It is officially stated that from one am. on the 23rd insi, the Russians made several at- tacks on the Japanese outposts north of Lam- tun, but were driven off northward, entirely by the Japanese fire.

Simultaneously, the Russian artillery bom barded the Shaho railway bridge with about thirty rounds, but did no damage.

KWANGSI NOTES.

The "Wu Kai Corps of Kwangtung, at present dealing with the Kwangsi rebellion, are suffering great hardships, an account of the climate, about half of the corps having been laid up with sicknes",
