The Chief Justice said Mr. Attorney and Mr. Registrar, is, I need hardly say, a malter of the greatest satisfaction to me as presiding Judze n this Court to receive from you such an intimation as this morning falls from your lips. I cannot be but a token, but as an indi cation of the greatest value to the community, as a whole, because it shows there is such a marked diminution in the criminal offences of the Colony, that at last it has reached the point when there are no cases for trial at one of the sessions. This is a fact that is remarkable, wherever it occurs, but I should say it is parti cularly remarkable in a place like Hongkong, where there is a vast moving criminal popular tion. I think, Mr. Attorney, that the fact that. there are no cases for trial, can be but an indi- cation of the efficiency of those to whom are entrusted practical measures for the preserva tion of law and order in this community, and I cannot but feel and believe that the power which is placed by the administration of this Colony of protecting it from the criminal de predations of the class to which I have referred, that is, the moving criminal class-has had the effect which was desired of it, tr, a result which ensures the public good. Mr. Registrar, it gives me profound satisfaction to receive at your hands, according to ancient custom, a pair of white gloves, enclosed in this very handsome casket. I think we may all three of us join in our congratulations to the community on the fact of our celebrating this occasion.

THE RENT PROBLEM.
At the Civil Summary Court this morning before the Puisne Judge (Mr. T. Sercombe Smith Mr. A. E. Crannell, of Messrs. Lane, Crawford and Co., by his power of attorney, duly executed on behalf of Messrs. W. J Tut cher and Co., sued Mr. Ca'in McCreery, of Messrs. Watkins and Co, for the recovery of $200, being rent due in respect of a furnished house, No. 3, Belilios Terrace.
Defendant did not appear, but was represent ed by Mr. R. A. Hardings
Judgment for plaintiff by default. Mr. Harding applied for a stay of execution for fourteen days.

It appeared that in fuly last, defendant went to the plaintiffs and obtained a loan of $150 in return for which he signed a Chinese document Mr. Harding contested the locus standi ol the plaintiffs, contending that the document not having been signed in the Colony, and not being stamped, was of no use here.

At the Civil Summary Court this morning. before Mr. T. Sercombe Smith (Puisne Judge) -an extraordinary action for damages com
menced. It was the claim of Mr. Hugo Henry Kempf, residing at Carlton. House, to recover from Messrs. Campbell, Moors and Co, Ltd, bairdressers, of Queen's Road, the sum of $200 damages and count from the defendant Com. pany, by reason of the failure of the Company -or.lis servants to perform a duty cast up a them, of taking care that the instruments were pot kept so clean and disinfected as to be productive of personal injury to the customers shaved, and by reason of an implied warranty or contract to have him with out injury, the failure to perform which caused him to contract a contagious disease commonly known as "barber's itch," being the result of such failure or negligence.

Cross-examined-It was his invariable cus. tom to keep his razors and shaving materials locked in his wardrobe. He had only been shaved outside three or four times since he had been in the Colony, and then always at the defendants' shop.
Cross-examined:He admitted, however, that he left his brush out. It took ten days for the rash to appear. Ite made a complaint to Messrs. Campbell, Moore, but they did not ask him to point out the barber who shaved him. Dr. Rennie was called, his partner Dr. Stedman, being out of the Colony, but his evidence as to what the plaintiff was suffering from was ruled to be out of order. He gave evidence, however, on the general question of barber's itch, and said it was usually con.. tricted by inoculation, the most usual agent being the shaving brush. It was a very simple matter to guard against this disease, if the razor and brush were dipped in boiling water, and a very strong antiseplic. If there was any direct infection of the blood the disease might show itself as quickly as three days.

Mr. Pollack, for the defence, submitted that there was no 'cate to answer, as there was no evidence before the Court such as they could accept, as to what distase the plaintiff was suffering from. The only evidence that His Honour could accept would be the medical evidence, and the Doctor who attended him was at present out of the Colony, Mr. Looker must have known beforehand that he could not call medical evidence is this connection, with Dr. Stedman out of the Colony.

Mr. Pollock applied for costs for defendants' Counsel, and in support of the application, said it was a very important matter for the defendant Company, and they were justified in employing Counsel He made the application not that a large amount wa involved, but as a matter of principle.

V.R.C. REGATTA.
TO THE EDITOR OF THE "Hongkong TileGRAPH“
SIR,I have just had an opportunity of see ing a programme of the forthcoming regatta, which announces that out of 13 races 5 are open to Clubs other than the V.R.C., under certain conditions. These conditions this year ste somewhat extraordinary, at any rate, for Hongkong. The condition to which I wish to call attention more particularly is attached to each of the five open races, and is, that the race is to be rowed in boats the property of the competing club or unit which means, that any club po-sessing a superior racing boat would bave an immense advantage. There is no time now for any club to have a boat built before the Regalta, and the fact that the V. R. C, have had them built would lead me to suppose that the-condition had been framed to suit that circumstance. It has been the custom, in past regattas, that, if a competing club elected to LOW its own boat, for the opposing clubs to have the option of rowing in similar boats possessed by the compating club so electing, in which case the boats to be drawn for and in the case of at least one of the five-the Challenge Cup or perhaps better called the Inter-club Challenge Cup, this is one of the conditions laid down by the donor (the Hon. F. H. May) and which cannot be set aside without his permission.
The next race calling for special remaric is the International Challenge Cup, and to tack such a condition to this race is absurd. It is not an interclub race; but is open to any national crew in the Colony, and the Hong. kong Club, I am sure, would be glad to lend a boat to any crew who wished to compete and which need not be composed of members of any club. I do not know the conditions attached by the donon of this cup, but I think that, this instance, they are being broken in the spirit if not the letter.

FIRE IN KOWLOON.
'CATTLE BURNED TO DEATHWAY
18th inst. Closely following the fre in Wongacicheong, "we have now to record another outbreak, this time la Robinson, Road, Kowloon, in which some cattle parished.. It appears that two ime mense matsheds have been for some time occupied by a Chinese dairy, one for the berd ing of cattle, and the other for the storage of grass, and fodder, and also for the coolies, quarters, and it seems that at about two o'clock yesterday afternoon owing, as it is understood, to carelessness upon the part of the coalies in making fires to prepare their food, sparks dow about and set fire to their shed, the flames quickly spreading to the adjoining ons in which demolished, the fire having made such way the cattle were kept. Both sheds were entirály.
