Frances which has been almost her only enemy, gained brilliant victories over her at Zurich, Austerlitz, Friedland, Smolensk, Moscow, Inkermann. None of the victories over Napoleon (Leipzig, Waterloo) were Russian victorious. It was "General Winter," alone and unaided, who de- stroyed the French army in Russia. In this already long history there have been only two victories at Kunersdorffin 1759, a defensive victory against the Prussian army, weakened by the half, that Frederick had led to the as- sault as an act of desperation; in Italy in 1799 against a disorganised French army. No great European Power, not even Austria, has such a mediocre record from the military point of

view.

Even her wars against .feeble neighbours have often begun with a lost campaign, as in 1828 and 1877 against the Turks, in 1793.and 1830 against the insurgent Poles, or else have dragged on for a long time and have cast num. bers of man quite out of proportion with the re- suit, as in the wars of 1736-39, 1769-74, 1787-92, 1806-12, not taking into account the disaster of 1711 against the Turks, and the checks in the Caucasus and Turkestan. Frederick II. said [873 of the war of 1769: "It is a war of the one-eyed- against the blind." This definition applies to all the victorious wars of Russia

It is because the Russian Empire, possessed of enormous terri tory, has astonished the world by the magni tude of its conquests. It has been forgotten that these victories have been gained at the ex- pense of small people or disorganised States, frequently with the support of Austria or Pras. Bia, her allies in the partition of Poland..

In 1904 Russia has found itself, for the first [885 time, single-handed in collision with anor ganised State. We see the result. The rapid offensive tactics of the Japanese have thrown the Russian army into that state of disorder which its history shows to have been the case at the beginning of every war; even against badly-organised opponents like the Poles in 1793 and 1830, of the Turka of 1828 and 1877, But in the present case the consequences are more serious, for the Japanese were ready to follow the rules of modem strategy, according to which an adversary should not be allowed time to recover himself.
