TELEGRAMS. STRANGE CHARGE OF THEFT.

The Russian Volunteer Cruisers.
LONDON, 25th July. The Smolensk and the St. Petersburg are cruising in the vicinity of Jeddah.
The Russian consul at Suez is negotiating a charter of the Khedival yacht to convey instructions to the Volunteer cruisers in the Red Sea. It is expected in St. Petersburg that the oruisers will eventually join the Baltic fleet and be replaced by ordinary war-ships.
The Afalacca will be transferred to the British consul at Algiers.
The War. General Sakaroff reports that the Japanese advance guard is advancing along the Taitse river east of Liaoyang, followed by a strong column with thirty guns.

A curious cate was opened this morning at the Police Court, before Mr. H. H. J, Gompertz, when Mr. Albert C. Davis, merchant, of Alexandra House, charged a Hongkong gen- tleman, with stealing a gold watch valued at $350, on a date which prosecutor had forgotten. When the case was called prosecutor said he wished to withdraw the charge against defen- dant.
His Worship-For what reason? This is too serious a charge for withdrawal.
Prosecutor had no reason, and the case was ordered to proceed,
Prosecutor, being sworn, stated that he met the defendant and as ed him to go to the theatre. He did not know when that was. After the theatre they went to the Hongkong Hotel, and he did not know anything more.
By His Worship: le did not remember when he lost his watch. He had hid a few drinks and had forgotten everything.
His Worship told him to stand down and refresh his memory, as he was placing himself in a very serious position bringing such a charge and yet knowing nothing
of the facts.

Mr. Balfour, in the House of Commons, said that he did not wish to minimise the seriousness of the question arising out of the recent captures, which had raised a separate question, viz., that of the Dardanelles, and which was still giving the Government great anxiety; signs, however, puttend a favour able issue, and it was inexpedient to say more. The Government consider that prizes should have the free use of the Canal like other ships, but do not consider that British merchantmen are required to submit to the removal of a portion of their cargo, without the authority of a Prize Court.
THE NEW RUSSIAN LOAN.
A Crimean newspaper published an Imperial Ukase of the Czar in its issue of the 14th May
last. The Ukase reads:-

At any rate S. was drunk, and though he put his father's name to the cheque it was in his own writing. Altogether he lost 47,000 roubles (£4,700). He shot him. self with a revolver." TRACES OF ANDREN'S POLAR EXPEDITION.
It is now several years since anything was heard of Andrée's ill-fated balloon expedition. Now a discovery has been made which lifts a little the veil hanging over the fate of the explorer and his companions. Os Cap Flora, the most southerly of the islands of Franz Joseph's Land, an American ship has found a brass-wire cylinder about a foot long, on the cover of which is engraved "Andrée's Polar Expedition." The discovery was made some little time ago, but it has only just been re- ported. Andrée's brother happened to hear about it, and at once asked to have the cylinder seat to him. He hopes to get it next month Already experts are giving varied opinions as
terday. He came to the house once before, but prosecalor would not speak to him. He did not say anything to him about his watch.
His Worship remarked that it was a very
curious thing for a man to buy a gold watch
of the value of $350, to lose it, to suspect a stranger of having stolen it, to see that stran- ger and say nothing, and not to make any report to the police of his loss.
Prosecutor had nothing to say.
Kula Singh then testified to the prosecutor's coming out of the Hongkong Hotel at 5.30 last evening, and ordering witness to arrest defendant who was walking just in front. Wit ness asked why, and was told by prosecutor that defendant was a thief. Defendant said he would go at once to the Station and they all went together. Prosecutor might have been drinking, but he was quite sober.
Charles James de Brest, private secretary to the prosecutor, gave a remarkable corroboration of that witness's story, but was very hazy about dates, and when cross-examined and pressed by defendant, read him a homily about the seriousness of his position "as a witness sworn to tell the exact truth, in which he must be nest-particular." Prosecutor and defendant always seemed friendly.
Prosecuter here said he would like to call one of the marines to prove his possession of the watch on the night in question.
His Worship asked his name and the name of his ship, but prosecutor did not know either, but said he knew where to find the man.
Ile was given till this afternoon to produre his witness, defendant being released on his own recognisances,
When the case was resumed at 2.15 p.m. to-day it was found that neither the prosecutor nor his witnesses were present in Court, and after the usual grace had been allowed, they being still absent, His Worship said to the defendant "You are acquitted of this charge."
