Chinese Lonn.

The Army Reform Scheme. Mr. Forster has introduced to the House

of Commons an army reform scheme, which reduces the army by fourteen battalions. It leaves the Militia untouched, because the country is not ripe for a change in that branch. The Volunteers are to be reduced to 180,000, but will receive larger grants. It is proposed to divide the army into two parts keeping one purely for home service with two years with the colours and six years

LEGISLATIVE COUNCIL.

checked and supplemented by a Russian naval authority, says the Odessa Correspondent of The Times:-The minimum value of the seven first-class battleships, with their armaments 103,600,000 roubles and equipment, was (11,013,040); the combined value of the 11 armoured and first and second class protected cruisers was 88,250,000 raubles (£9,508,000); and of the remaining effective ships, numbering 55, 87,400,000 roubles (£9,302,003). The total value was 279,250,000 roubles(29,903,000). No account is here taken of Government harbour vessels, regular military transports, Volunteer Fleet transports dying the Russian naval flag, or in the vicinity of the zone of hostilities en Feb. 8, or vessels of the subsidised Chinese

Eastern Vailway Company, or private Russian shipping companies plying on that date in the Pacific. The total cash value of Russia's Pacific fighting effectives on Feb. therefore practically equals the Russian war loan of 300,000,000 roubles (£32,000,000).

GALLANTRY IN SOMALILAND.

Mingled feelings of contempt and indigna. tion will be aroused in Great Britain and the United States, at the impudent travesty of history and politics which the Russian Mini stry of Public Instruction has seen fit to issue for use in Russian schools. With the glosses put upon such horrible incidents as the mas sacre of Blagovestchensk we are not here con.. cerned. It is the deliberate attempt to incul- cate a deep-seated hatred of the English-speak ing nations by the publication of a tissue of shameless lies, which is the sole point of im portance to the people of this country, and it is from Lieutenant-General Sir C. C. Egerton, important that they should realise in what light.C.B., D.8.0., Indian Army, Commanding they and their kinsmen are in future to be pre- Somaliland Field Force :- seated to the Russina youth. They are re- presented as the cruel and ruthless oppressors of all the subject races, whom they are alleged to exploit for purposes of the meanest avarice, and their beneficent rule is impudently con trasted with that of the Power under whose flag liberty is unknown and persecution is the first crop of dominion, Great Britain and the United States are deliberately accused in this document of having "thrust forward" Japan as the opponent of Russia and of having fomented the present war, in order to weaken both Powers for their own selfish ends. Efforts have continually been made in influential quarters in this country to discourage any expression of the natural indignation felt by the public at the perfidious foreign, and cruel domestic, policy of the Russian Government, and our people have been begged from time to time to spare Russian suscepti- bilities and to cultivate Russian friendship, This is their reward-to be held up to the ex- ceration of every Russian child. If Great Britain and be. United States remember this when Japan has beaten Russia to her knees, Russia will have no right to complain.-Globe.

A BERLIN correspondent sends a statement by Dr. Koch on the interim report of the Royal Commission on Tuberculosis. He says he has seen absolutely no reason to change his view that there is no evidence to prove that men can be infected by animal tuberculosis except in the slightest degree. He adds that the Commission has only treated half the question, and that the less important half.

Cornwall's Light Infantry.-At the commence- ment of the fight at Jidballi on January roth, mined rush on the 5th Somali Mounted Infan. try from under cover of bushes close at hand. There were supported by rifle fire, advanced very rapidly, and got right amongst our men. and Lieutenant J. R. Welland, M. D., Royal Lieutenant Smith, Somali Mounted Infantry, Army Medical Corps, went out to the aid of Hospital Assistant Rahamat Ali, who was wounded, and endeavoured to bring him out of action on a horse, but the rapidity of the enemy's advance rendered this impossible and the hospital assistant was killed. Lieutenant Smith then did all that any man could do to bring out Doctor Welland, helping him to mount a horse, and, when that was shot, a mule This also was hit, and Doctor Welland was speared by the enemy. Lieuten- ant Smith stood by Doctor Welland to the end, and when that officer was killed was within'a few paces of him, endeavouring to keep off the enemy with his revolver. At that time the dervishes appeared to be all round him, and it was marvellous that he escaped with his life

The King has been graciously pleased to give orders for the following appointment to Distinguished Service Order in recognition of the gallant conduct of the undermentioned officer in action at Jadballi, Somaliland, on December 19th 1993;---
