On that old Talienwan Bay, which we used to hear so much about when Russia began negotiating with China for a "lease" of the Liaotung Peninsula, the Japanese troops will and one of the most extraordinary cities in the world. We are accustomed to the ruins of past glory; we know the cities of the dead-the
streets that once hummed with life, and now stand grass grown and silent. We have heard of a "rose-red city, half as old as time." But Dalny is a ruin of the future. It is a city of he unborn, Its streets are to hum with life still hidden in the womb of time, and it is grass. grown and silent through waiting for a glory. that is still to come.

Mr. Loke Chow Thye said the matter was une of extreme importance to the Chinese, and feared he would meet with strenuous op. position, in consequence of the prejudices of an overwhelming section of the Chinese com- munity. He narrated details of the Mancha
