MANILA AND HONGKONG,

Whoever has dwelt long enough in Manila to know th's city and who visits Hongkong, cannot but contrast the two places. There are

few feelings so depressing as that which steals

over the Manilan condemned to endure a week or more off the Kowloon shore, after a few days have exhausted the curious sights and the shops have satisfied one's wants. It is an oriental nostalgia which becomes more and more acute at each visit to the moist and foggy hill, which has been so wonderfully converted into a vast warehouse by British energy and thrift.

Hongkong is unfortunately situated for any. thing but business. Its strongest advocate can claim nothing for it except its advantageous nearness to the beehive of southern China, and its fitness for fortifying impregnably against a sea-attacking foc. That the British have done their very best with the natural possibilities of the island of Hongkong cannot be denied, and that they have conquered marvellously the heights above Victoria city is evident to the catual viewer.

But somehow or other Hongkong lacks more than any other large colony in the Orient, the spirit of home which makes cities endurable for any length of time, and which is peculiarly conspicuous in Manila.

R. S. Sievier, bookmaker, against the well- known racing baronet, Sir James Duke, was abruptly concluded yesterday. The plaintiff was again subjected to a seva a cross-examina- tion. He denied that he had been “ducked " at Adelaide for card-sharping, or that he was expelled from the Melbourne Gun Club. He admitted that he was expelled from the Victoria Club, and said that, by a "packed" Bench, he was sentenced to 14 days' imprisonment at

At the time Horn was in a chronic state of alcoholism, and was in a comatose con ition for 14 hours. REPORT FROM MR. SUTTOR.

Mr. J. B. Suttor, Commercial Agent in the East, writing on board the steamer Tremont, at Manila, on March 19th, furnishes the Minis ter for Agriculture with an interesting report.

At present, he says, a tide of depression is being experienced at the Philippine Islands in consequence of the falling off in the expendi-

ture in connection with the war. Fighting is still taking place at certain parts of the islands, principally with the Mores, but it is now only a question of a short space of time when matters will be reduced to a fairly peaceful footing.

OPENING UP THE ISLANDS.

In the work of opening up the islands ener- getic efforts are now being made. Large schemes are on hand for the early construction of railways and harbour works. These will consume a great quantity of material, hence Mr. Suttor considers that New South Wales people should be on the alert when works are advertised and tenders called for. It is esti mated that 600 miles of railways will be put in hand at an early date. These will require 1,300,000 sleepers, besides large supplies of timber for bridges, as well as rolling-stock.

The Commercial Agent says he has already created a very favourable impression with New South Wales timbers, and is of opinion that if New South Wales people do not succeed it will not be for want of recommendations. I urge
