ACCORDING TO A Canton dispatch the inser. gents of Kwangsi province have begun their periodical disturbances this year by starting to attack the Imperial troops, stationed at Nan- ning. So far the insurgents have succeeded in defeating the government troops three times, while the former have suffered loss only once. Viceroy Tsen bas therefore appointed Genera! Ting of the Yuchiang circuit to take 12,000 troops with him to suppress the rising in Nan- ning and Sz'enfu, giving that officer one month to restore peace in that region, failing which the General is to be denounced to the Throne as incapable.

Therefore, the belief that the officers were cognizant of it would naturally cause his client to consider that he was doing nothing wrong in helping to hide the people.
