A SILLY SAYING.
“It is a common but silly opinion prevailing among a certain class of people that the worse a remedy tastes, smells or hurts, the more efficacious it is." So says a well-known Eng lish physician, He further adds: "For example, let us consider cod liver oil. As it is
extracted from the fish this oil is so offensive to the taste and smell that almost everybody abhors it, and many cannot use it at all, no matter how badly they need it. Yet cod liver oil is one of the most valuable drugs in the world, and it is the greatest pity that we have not thus far been able to free it from those peculiarities which so seriously interfere with its usefulness." This was written years ago; the work of civilizing and redeeming it how- ever has since been triumphantly accom plished; and as a leading ingredient in the remedy called

REDUCED CABLE RATES TO EUROPE. The hope expressed in last year's report that the repeated representations to the Cable Com. panies on the subject of the excessive mates, charged might not be without effect at the International Telegraph Conference in May. 1903, fortunately turned out to be correct, as from the 15th July, 1993, the rate to Europe was dropped from Francs 2 to 5.50, a reduction of over 20 per cent. The competition of the new pacific cable to Manila has been the direct cause of the lower rates for which the committee have been agitating for years past.

This bill, which became law on 23rd Feb-kong & Shangbai Bank fixed deposit. No de- ruary, 1904, was introduced in the Legislative Counc❘ last August under the name of Imbecile Immigration Ordinance. His Excellency has, however, not seen his way to follow the committer's suggestion to employ a Government official without private

TWO KWANG. Following up the representations made last year, the committee again drew the atttention of the Government to the fact that a large number of trading junks using the harbour as native craft after leaving the waters of the Colony hoist certain foreign flags under Con- sular Authority and proceed to Canton as foreign craft. Mr. James Scott, H. M.'s Consul General at Canton, referred to the matter in his annual report for 1902 as a state of affair which is obviously unsatisfactory both as regards the Hongkong Government and the Imperial Maritime Customs in China. Certain suggestions were therefore made which, it is hoped, will be acted upon, so that the harbour master inay be kept informed as to the names and registered numbers of such junks to enable him to refuse them the right of entry and clearance in the Colony. The improper use of alien flag by Chinese junks will then be discouraged

which threaten to deprive Hongkong of its ad- vantage as a cheap transhipping port. Your Committee have had in mind throughout their deliberations on this ordinance that the reten- tion of freedom from direct taxation and the repression of useless restrictions is the policy which the shipping passing through the har bour should be treated if its present volume is to be maintained or increased,
The shipping firms and agencies supported the action of the committee by addressing a pati tion to His Excellency the Officer Administer- ing the Government in which very strong arguments were brought forward for the with- drawal of the bill, but unfortunately His Ex- cellency refused to comply with the wishes of the petitioners.
