The necessity for reform has been making itself felt more and more each year as the education of the nation has progressed. Unless it is accrded them the people will soon be clamouting for a more complete system of representative government than they now possess. Not that their attach- ment to their Emperor and his dynasty has diminished one iota, any more than the Bri- tish people, who have gained for themselves what is probably the most liberal govern ment in the world, are ever likely to regard the sovereign with aught else save respect and devotion. But the subjects of the Island Empere are of good stock and proud of their past, which has always represented a com- parative freedom when compared to the status of the other races of Asia, so that their desire for more liberal instrutions has grown side by side with the progressing Necessity for education of the nation.

Because the administration of the Chinese
Exclusion Act is now confined to the Depart ment of Commerce and Labour it has been

and the exclusion of coulies. Secretary liay will take care of the diplomatic sections of the Treaty.
While much rericence is observed at present as to the lines upon which the new Convention is being formed, there is reason to believe that it wil be more liberal in the treatment of Chinese who desire to enter the United States. when they are not actually of the coolie class, than the existing Treaty. There also may be made provisions for the entry of Chinese 97,000 labourers into the Panama Canal strip, although this is not certain. An attempt also has been made to avail of this opportunity to make more extensive use of Chinese lab ur in the Philippines.
