NAVAL NEWS,
FRENCH FLEET IN THE FAR EAST,
From a naval point of view, the position of France in the Far East is, says the Paris Sèle, very precarious. "Our, naval forces" appear singularly weak compared with those of our rivals, and at the present time we cannot help regretting that the plan for the organisation of the squadrons and division of the Far East," Pacific, and Indian Ocean, elaborated at the commencement of 1902, was not applied. The principle of that reorganisation was adopted by England, as we were able to note at the con ference which took place in October between the admirals of the English forces in the same region." Le Yacht also points out that the vessels consist of three groups-namaly; the squadron of the Far East, the reserve divi- sion, and the vessels at the local stations of Cochin China and Tong-King. Only the first division of the first group has any real fighting value. It at present numbers, two armoured cruisers, the Montcalm and De Gueydon, sister ships to the Sully, which re- cently left Europe and is now on the way to join them. The three will together master six 76 in., 24 6.1 in, and 14.9 in, guns. Three Japanese cruisers of the Tokiu class, of the same age, displacement, and speed, carry near- ly double the artillery. Even the three armour- ed cruisers, which are really all France has to protect her vast interests in the Far East, require one or more fortified bases where they can refit. Part Courbet possesses a good an- chorage but no arsenal of fortification. Saigon, recognised by M. Lockroy as a point of support in 1903, has been completely neglected by his two sucressors. For keeping in repair eight large vessels, of which only the Pascal has a copper bottom, Saigon has only one dock; a second dock being too small for them; and this one dock is used also for merchant vessels. The workmen are natives, and there is a dearth of French overseers. In the case of war with Japan, or England, the position of France in the Far East would be extremely critical.

"KANJO RISOKU”
In old-time Japaù there used to be a custom of handing to samurai on the field of battle or immediately afterwards a document called Kanjo. This was done 'only in cases where quite exceptional prowess had been shown, and the value attaching to such a distinction was extraordinary. Of course, in the subsequent distribution of more substantial rewards, the owner of a Kanjo received special considera. tion. Even captains like Hideyoshi and Iyeyasu particularly affected the custom. Their knowledge of men and their experience in the field taught them what a powerful Incentive Was the furnished to the brave and the strenuous. There exists to this day a well- known book called Busho Kanjo-k, wherei are inscribed the names of those that obtained this distinction, together with facsimiles of the Kanjo themselves, and vary interesting the latter are. This custom has now been revived A series of rules called Kai-Riku Kanjo Juya Kitel have been published. The first-says that any Independent commanding officer, whatever his rank, may bestow a Kanjo on any person under his command when such person has shown exceptional merit in the face of the enemy, and when his conduct is of a nature to constitute an example to military men. When a Kanje in granted, the ovent is to be proclaimed to the Army and Navy, but in the event of subsequent misconduct the Kanjo may be
withdrawn. The fact of grant is to be reported, together with the details the Minister of State for the Army of the Navy, by whom the report will be submitted to the Emperor. The rule is to be retrospective so far as concerns the present war. It may be
