A GLOOMY PICTURE."
Writing from Cape Town on the 16th January last, a correspondent of the Pall Mall
Garsile states:-If matters on the Rand-were- bad under the Kruger regime, they are twonty times worse just now. The stagnation is ter rible, the distress appalling. Along the reef is work for a quarter of a million workers, yet here we have thousands and thousands of idle men walking about, living goodness knows how, sleeping where they can, and apathe matising the day they made up their minds to come to South Africa. Naturally with an
epidemic of distress comes one of crime. Law lessness is rampant. Burglary is a rich crop, sandhagging and highway robbery ate nightly affairs. In fact, Hampstead Heath in the days or nights of the footpad never offered so many risks as lie in the track of the pedestrian who leaves the immediate vicinity of this town, and makes his way through the outlying suburbs after dusk, when he is fairly certain to meet some of the lawless gentry who have not the daring to lurk around the quiet parts during the hours of daylight.
A DESPAIRFUL PLACE,
No doubt those whom we designate as the "seum of Europe” are fargely mixed up in those affairs; but the police know that the criminals are not all of that class, but include many erstwhile respectable members of society, who would a year ago have scouted the idea that they could be induced by any circum- sarees to steal a sixpence or take part in a street brawl. I is only too true that here the white man who cannot manage to make ends meet is fast turning into a tramp, a criminal, and a savage. It is well enough to appeal to him to have patience and await the time when employment will be general. He cannot wait.

Given a strong leavening of Anarchists among the unemployed, one wonders to what extent the lawlessness would extend, and the form which its worst type would take. Your old hand hero compares the high times he had under the Commissioner of Police and Kruger's "zarp" with his present days, when things are run on the most approved London style. There is too much official strictness for him, and he regards all the authorities, from the Governor to the last joined detective, as his enemies. A despairful place at the present time is Joban nesburg. Those who have the means to do so are leaving it in big numbers; the "hard-up" remains. He is beached high and dry, and cannot get off He might make his way to Rhodesia or Cape Colony on foot, like some of his "pals." But there would be little use in that. He would simply be jumping from the frying-pan into the fire since things commer. *cial are as bad in all other parts as in Johan
nesburg. The tramp would bring him only one advantage. It would take him to the coast, footsore and worn out no doubt, but probably fit to stow away on a homeward Yessel. Or-to the poor "sundowner" the very idea is blissful-if the generous steam-

feeling in this country. It is concluded that
the accusation is based upon the fact that a small German party who were driven across the border by the natives were disarmed by our police before they were afforded the friendly hospitality of our camp. But we could no! have acted otherwise. If we had merely allowed the Germans to use the colony as a rest camp
or a rallying point, it is easy to see what com plications would handgrisen.

I have investigated the state of affairs in half a dozen camps, including that at Middelburg, where matters were said to be so bad, and I can emphatically deny that there is a word of truth in the statement. It is true that the condition of affairs, so far as comfort is concerned, is not up to Wellington Barracks form; it is true that the dust devil, and sun and frost alterately, make Tommy "grouse;" it is true that the hutments in which the majority of the soldiers live might be better, and are being made better; but it is not trus that our soldiers have ever passed the bounds of grumbling that they look upon as theirs by right. Nor are the officers who can do so resigning, Officers are leaving, but the percentage of resignations is not greater than that in India or at home, and It is a noteworthy fact that desertions are not up to the home average. Life at the veld post is rough and far from being comfortable; but the soldiers know that it is thair duty to "stick it," and stick to it they do, mixing their hardships with the sports organised for them by their officers and those who run their own sports clubs.
THE HOTTENTOT AND HIS VICTIM. From the German territory come many re ports. One thing is certain, and that is that the rebellion is assuming greater proportions, and that about 150 persons have been was- sacred by the natives, who serve out torture as a preliminary to death. All the bodies found have been mutilated, and the Hottentots. appear to have a liking for one of the forms of torture used by the Matabele in the war days. That is, they strip the victim, bind him, and lay bim, smeared with sweet stuffs lying among broken anthills, where the little termites slowly do him to death.
