AN ANOMALOUS POSITION.
It is not admitted in official circles, but it is understood by independent authorities out- side, that bath Mr. Clifford and Mr. Birch have been working towards bringing about the complete transfer of the Sandakan administra tion to the hands of the Colonial Department: As the constitution of the State stands the country is now governed directly by the court of directors of the B.N.B. Company in London; who among other things appoint the Governor. subject, of course, to the form al sanction of the Golonial Secretary of Stale. Obviously this arrangement places the Sandakan Gover nor in an anomalous position. In the cases of the two Governors mentioned, both had previously been serving the Colonial Depart- ment is the Straits Settlements, and being young men of proved talents, would naturally desire to follow out their careers in the service Mr. Clifford, after his short term in Sandakani left the East alogether, and last year accepted the office of Colonial Secretary in Trinidad: His transference from the Far Orient to the Far Occident was a loss to both the East and literature, of which there is good proof in the number of valuable and interesting books he has written on Malaysia and its people.
