THE ARREST OF A GERMAN STEAMER AT: YOKOHAMA,
FURTHER DETAILS.
The Eastern World gives the following particulars of the arrest and release of a German sleamer at Yokohama:~~
"On the evening of the 11th st. the German Steamship Emma, agents Weirs. Grosser & Co., was arrested in Yokohama | harbour and a party of sailors was put on hoard, on account of her having a cargo of pro- visions on board ine l'ort Arthur, which, under present circumstance, is contraband of war. We learn that the ship emered the port as the 'master had learned that he could not go to Par Arthur, so that he came herz and elegraphed to the owners for instructions. Under the circumstances we think international courtesy would have required to inform the German Mini ter, or the German Consul-

of China aditide the district under Russian occupation as far as the Russian Government made similar assurances and observed the assurances- 10 given.
The British finister in Tokyo intimated to Baron Komura that the British Government
concurred in the desires expressed by the U. S. Government regarding the proposal to urge the Chinese Government to observe neutrality within the territory of China with exception of Manchuria.
The German Minister at Tokyo, acting under instructions from his Gavera ent, sent a Note to the Foreign Office on the 13th ultimo similar in substance to that of the U. S. Go- ligerents agreed to regard the dominion of China outside the campaign area (geographi cally speaking, confined to Manchuria) as neutral territory and treat the Chinese domin ion accordingly the object could be attained.
On the following day the Minister for Foreign Affairs replied to the Ge man Minister in the same terms as in the reply to the U. S. Minister.

"The friendship between Japan and Russi has been broken. The Chinese Government, however, being on friendly relations with the Command to all the provinces of China that two countries, has proclaimed by Imperial everything should be done according to the rules of neutrality. The Incal authorities are ordered to be on strict guard against distur Shingking and Hingking being the plates of the Imperial tombs, the local Generals have been commanded to strictly guard those places. Castles, Government offices, and the life and property of people in the three Fastern Pro- vinces must not be menaced by either of the beiligerent countries. Nor is the Chinese army allowed to interfere in the contest between the two belligerents. All places in Linosi [in the neighbourhood of Shanbaikwan] vacuated by Russian troops will be guarded by the troops sent by the Pei ang Minister. All the pro- vinces and Mongolia shall be treated as neutral territory, and the troops of either belligerent shall not be allowed to enter the territo y. In case either of the belligerent parties infringes the neutrality a Chinese territory, the Chin ese Goverunient shall take mensures accord

"The ship was not in the service of a belligerent, and there is no universally rebances and to protect merchants and Christians cognised or binding practice with regard to contraband go ids in neutral ships, but if a ship is stopped at sea, the common practice is to take her into a port of the captor, where the articles of contraband are duly condemned; but the vessel in ordinarily visited with no furthur pen alty than less of this, 'reight, and expenses If, however, the ship and the cargo belong to the same owners, or if the owner is privy to the carriage of contraband goods, the vessel is in- volved in their fate. In the present case, how ever, we need not enter upon a discussion of the points in such va es, since the ves el voluntar ily, and just because of the difficulty in which her master found himself, entered the port of Vo kolama. All this, however, is not apparent at the fra glance, sa il we must consider that Japan has entered upon a war for her existence, so that thorough bequities must be made, even if private feelings are hurt and private rights receive some injury, but which can be of no consequence in view of the injury which through excessive diffidenc, and carelessness may be worked to the State and every one in it,
