WHAT WAR TEACHES US.
Though the conflict between Japan and Russia is yet in its initial stage, several all important lessons have been taught to those who are entrusted with the defence of the British Empire. The action of the Japanese
fleet at Port Arthur and Chemulpo has
proved conclusively the immense value of the torpedo-boat when manned by capable officers and daring crews, and also the vital importance of constant and careful gunnery practice as the only possible means of securing straight shooting in action. But by far the most valuable lesson has been given us in the rapidity with which Japan mobilised her navy and army, and the con sequent speed and precision with which she was able to strike the first blow. From the birth of Japan's power the Government A. S. WATSON & Co., of the Mikado has aimed at rapid mobilisa

tion, and its arrangements to this end were so thorough that the whole of the effective fleet was at sea less than forty-eight hours after the first alarm had been given. The advantage secured by so much forethought and skill in organisation is immense, and that school in England, which imagines that an enemy will give sufficient notice, [35 so as to enable defects to be made good and preparations to be completed on this side, would do well to take a lesson from Japan's action. To be ready in war is everything; it was the secret of Napoleon's successes, and of the victories of Russia and Germany in 1866 and 1870. Mr. Roosevelt him- self, in 1898, when Under-Secretary of the United States Navy, was eager to attack the Spanish feet before it reached the West Indies, with or without a de
