PRESS TELEGRAMS.
COMMENT BY THE "JIJI,"
We are glad to find the jiji protesting against
the method of censorship of Press telegrams
which, it is hardly necessary to state, still con- tinues unabated. Our contemporary condemns the method by which the newspaper cansonship is conducted, and rightly maintains that journ. alists are quite capable of doing their duty to the newspapers for which they are correspond- ents and at the same time refraining from sand- ing news which would be likely to injure the welfare of the State. Journalists have no cause to complain of the orders issued by the Army. and Navy authorities, but in the execution of the censorship the officials charged with the work of scrutinising newspaper messages are subordinates, who may make serious blunders and do great injustice to corres pondents. The hopes that the auth- orities will direct their attention to the manner in which Press messages are subjected to undue restriction, and points out while mistakes of the officials in regard to the Japanese messages may be made good afterwards, in dealing with tele- grams sent by foreigners the matter cannot be passed over in silence,
The Department of Communications strictly examines all telegrams sent by foreigners, and messages referring to war affairs and even those dealing only with ordinary politics, which are allowed to be published in Japanese news- papers without restriction, are in the case of foreigners stopped altogether or mutlisted, causing increasing complaints among foreign correspondents.
The complaints of foreigners, says the Fiji, may be exaggerated, but if there be any truth whatever in them, it reflects disadvantageously on the authorities, and it is impossible to under- stand the motive of such action, seeing that similar news is published in vernacular and foreign papers in Japan. Of course war secrets should not be made known either to foreigners or Japanese, but what makes it necessary to specially hide from foreigners abroad what can be made public in Japan? By doing so
nothing can be gained, and the feeling of
foreigners is aroused against the country making such such absurd regulations. Those who are chiefly subject to disability through the censorship are the correspondents of foreign newspapers, and there can be no doubt that this disability will have its effect on the tone of foreign correspondence sentabroad. At the present juncture it may be absolutely necessary to place restrictions on all newspaper reports at home and abroad, but it is a serious matter for anybody to interfere with the freedom of communication, and it is to be hoped that as far as practicable a liberal policy will be adopted by the authorities in exercising control over the correspondence of foreigners, and that they will refrain from taking such action as is likely to provide foreigners with a legitimate grievance.
It is to be hoped that this protest by one of the leading Japanese newspapers will have weight with the authorities for it is our ex- perience that, as now exercised, the censorship is absurd in the highest degree.-Kobe

I, who know my Russia well and the powers that be in that Empire, am amused at the reports of the powers and intentions of the
present Autocrat of All the Russias which are often published. The simple fact is that no Muscovite Emperor ever possessed less actual power than that wielded by his Imperial Majesty Nicholas II. He is a peacefully inclined young monarch and remarkably well intentioned; but he is the sport of the House of Romanoff and of those who are all-powerful in the council of the Empire. He may think and he may dream; he may desire and he may propose; but he cannot per- form. Correctly speaking, it is the Emperor

can say "Let it be peace"; but to tell the plain, unvarnished truth, the present Crar is but the puppet, worked by stronger hands who hold the strings. Everything will be done in the name of the Czar. The glory or the blame of it all will be bis, and yet how small will be his personal responsibility, and how well he knows it
The Czarina's instincts are liberal and pro- gressive, and her husband, so great is his belief in her, would endorse her views and policy an hesitatingly were it not for those august rela- tions of his, and the formidable Council of Nobles. The Crarina, all-powerful with her husband, proposes, and the Czar's uncles dispose.
Of all the Romanoff relations the most sulo- cratic, and at the same time the most powerful, Is the Grand Duke Alexis. He is beloved by the navy, of which he is the chief, looked up to by the nobles, and worshipped by the common people. His brother, the late Csar, alone was strong enough to soften his rough humours and bend his powerful will
He was antagonistic to the liberal and pacific policy of M. Witte, and in the and M. Witte was retired. He it was who induced the Crar to appoint Admiral Alexelef Viceroy of the Far East, with powers never before given to anyone outside of the Imperial family.
He entirely disapproves of the views held by the Crarins, and thwarts her in every possible way. He has never, it is understood, been in favour of peace but of war.
However well intentioned the Cxar may be, however much he may be under the fafluance of his wife, who is all for peace, the last word will be with the Grand Duke Alexis,
