The Neutrality of China.

Never failing the lady enthusiasts made their appearance at the Course this morning with the regularity equal to that of the owners. It is superfluous to name them individually, as re-readers of these notes will have been acquainted

with them.

LONDON, 15th February. France has accepted Mr. Hay's note garding the neutrality of China, and Great Britain has agreed in principle. It is ex pected that Russia will also concur.

An official Japanese note published in Paris says Japan has advised China to re- main neutral with a view to reducing the evils of war to a minimum although she is well aware of the advantages to be derived from an alliance with China. The Red Cross Society in America, France and Germany has offered the Japanese Government an ambulance service to accompany the troops.

It is reported here that the offer has been accepted.

Admiral Alexieff admits that attempts have been made to wreck the Manchurian railway, and to blow up the bridge at Sungari. He says these attempts were noticed in time and the line is now closely guarded.

The Russian Black Sea Fleet. February 16th. Mr. Akers-Douglas said in the House of Commons that Great Britain had not been approached regarding the passage of the Black Sea fleet through the Dardanelles and he had no reason to suppose that Russia contemplated such a violation of treaties.

The Unrest in Russia. Government circles in St. Petersburg are

uneasy, especially as seditious proclamations are again circulating among the students.

The Russians in Manchuria. Admiral Alexieff has ordered all Japanese in Manchuria to be arrested and conveyed to Port Arthur. Japan has appealed to America to intervene on their behalf.

The War.

A Russian despatch says the situation at Port Arthur was unchanged on the 14th inst. Information has been received at Washing-

ion that nearly 20,000 Japanese have landed at Chemulpo,

U SATISFACTORY FINANCIA·

POSITION,

Vienna, 5th February. The Russian Government have borrowed large amounts of money from the Imperial banks and the latter have consequently had to make additional issues ni notes. The financial

position is anything but satisfactory, and the

rate of interest has risen to 1.5 rouble per hun-

dred roubles. It is believed further notes will be issued and financiers are alarmed at the condition of affairs.

The Decision of the Japanese Government.

UNANIMOUS APPROVAL IN ENGLAND.

The English papers unanimously applaud

the resolution arrived at by Japan, The Times and Morning Post state that the Russian journals are accusing Japan of being over- basly.

TOTAL LOSS OF THE "DEUTEROS."

Messrs. Siemssen & Co report that this morning they received a telegram Tron Saigon informing them of the total loss of the German steamer Deuteros belonging to the Flensburger Dampfschiffahrts-Geselschaft von 1869. The steamer was on her way from Saigon to Hong. kong. The crew has been saved by the steamer Laertes and apparently landed at Caps St. James.
