LONDON, 27th January. Advices from Tokio, 27th instant, state that the Government has intimated to the Russian Minister that an early response is desired to the last note. It seems likely that Japan will act decisively in a few days though many have hitherto objected to Japan taking the intiative, the majority would now welcome an ultimatum or, if necessary,

declaration of war.

Russian Note to Korea.
