M Nelidorff, Russian Ambassador in Paris, has telegraphed to St. Petersburg the result of an interview that he had with M. Berlin, 17th January. Kaiser William opened the Prussian Diet (Landiag) yesterday, delivering a speech from the Throne. His Majesty said that the financial position of the courtry is better than has been the case during the past few years, while the commercial and industrial conditions have improved. Delcassé, the French Minister for Foreign Affairs) states in the laris newspaper Figaro that the influence of Fru ce in favour of peace is having its effect in Tokyo and St Petersburg. The Paris journal PEchiis reports that before Russia's last Note but one (received at Tokyo on the 11th Decemh r) was answerert by Japan, Great Fritain and France had already advised the continuance of the negotiations.

The pacific utterances of the Tsar in the Japanese Minister at St Petersbay the day before yesterday are confirmed from an official Russian 'source.

It is expected that.Viscount Alexeieff will shortly be recalled to St. Petersburg.

Alleged Proposal for Mediation.

REDUCTION OF CAPITAL. Saling in original jurisdiction at the Supreme Court this morning, the Chief Justice, Sir W. M. Goodman, heard an application of the Hon. 11. E Pollnek, & c. ins ructed by Mr. D. Piper (Messrs. Johnson, Stokes and Master) for a reduction of capital in the firm of Messrs.

Llewellyn & Co., Shanghai. Counsel said that the application was made under section of Ordinance of 1877, and he asked the Court to confirm the reduction of capital in accordance with a special resolution passed by the Company. His Lordship would see from the affidavit that certam amounts of capital had been lost or were unrepresented by available assets, and that a Special resolution was duly passed at meetings of thecompany held The French Press is full of praise for the in Shanghai for the reduction of their capital, attitude adopted by the Tsar. --:

The Hongkong and Whampoa Deck Co. has just completed the putting together and fitting of a singularly well planned German river gunboat. The Tsing Tas, for this is the name of the new vesicl, practically ready to put to sea, tow lies alongside the wharf at Kowloon, from Germany. There are nine sections in all, She is built up of sections, sent out in parts each of which is complete in itself, so that the little vessel is, practically speaking, composed of so many watertight compartments, boilers are of the Schizau type, which are to all purposes much the same as the Thornycroft variety. At the Supreme Court this morning, before the Puisne judge. Mr. A. G. Wise, the Yow Lee firin, of 23, High Street, suri Tsoi Tsung, trading under the name of Hop Sing Kung Tsz, nf 386, Queen's Road, for the sum of $915 97. being blance due for work and labour done and materials supplied in respect of buildings on Marine Lot No. 185.

Mr. EJ. Gr.st (Messrs. Wilkinson and Grist) appeated for the plaintiff, and Mr. R. Harding (Messrs. Ewens and Harston) re- presented defendants, Mr. Grist remarked that the case had already been before the Court on several occasions, and the only cutstanding question was with reference to the quantity of work finished by defendant after the 1st clober, the date of the contract. Mr. Grist then put inta Court a statement showing the amount of work done, and after evilence bad been called His Lordship gave judgment for plaintiff for $100,

There was a large fire on Honam last night and a number of houses were destroyed. We are having an unusuaily large number of fires

this winter.

THE VICEROY AGAIN.

There is always something new to be learned about the Viceroy. He is ever active. His search after money is gaining him no new friends, and the merchants of the city are up in arms because of the large demands inade upon them. The district magistrates are now saying things that are not complimentary him, because by some means or other the Viceroy has gained Consent to sell Government 1-nds. In every district there is some land belonging to the

government, and during the past this land has been let to farmers and the rent collected for

the Imperial treasury. What past of the money collected found its way to Peking cannot be ascertained, but it is certain that at least some of it found its way into the pucket at the dis- trict magistrates and others, through whose hands it passed on its way to Peking. Viceroy Shen has persuaded the government that to sell this land would add a large reve ue to the Imperial treasury. There is no doubt that the Viceroy will have his share for managing the business. But he will have to pay dear for this in the ull will of the district magistrates who see a large share of their revenue departing.

THE TRIADS AND THE RAILWAY. (From Our than Correspondent.)

Canton, 27th January, With the approach of the Chinese New Year there is always s me talk of coining trouble, and the present time is no ex eption to the rule.

everal times there has been trouble about the New Year holidays, and it is not un- likely that such will be the case this year, abhough at present there is nothing to show that evil times are at hand. The city 15 - asualy quiet and well guardied. However, there are two sources from which trouble way come.

The boat was put together with ex raordinary rapidity, the men working overtime, and the different sections were adjusted in a little over founight. She is now practically complete. The Griman Naval Officers who superintended er completion are loud in their praise of the speed and excellence with which the work has been carried out by the Dock Co.

NORTHERN NOTES,

JAPAN AND RUSSIA.

There appears to be absolutely no change in the conditions last reported. Nevertheless the belief that war will be averted by Russia yield- ing to Japan's demands is growing among all sections of observers, and is reflected on the hourses. Government journals predict that the question whether there will be peace or war will be finally decided by the 20th instant, which confirms the statement in our columns that the Japanese Guvernment had intimated to the Russian Minister that a final reply would be expected from Russia in ten days. perhaps significant that the Kekumin of yester- day's date warns the people not to be decided by rumours of peace, as assia may be merely Temporising. Already the Government seems to have very lule hope that the issue will be peace, as preparations are being pushed for- ward with extraordinary energy.

THE EXPECTED REPLY OF RUSSIA. To-day (oth) is the date of the expected Reply from Russia, which it is considered will be regarded by Japan as final. Excepting that this marks another crisis in the negotia tians, the situation outwardly remains un- changed. Yesterday a Cabinet Council was held, when all the Ministers were in attendance with the exception of Count Katsura, who is not yet able to leave his residence. The view in Tokyo is that if peace comes it will be by the yielding of Russia, and that Japan does not intend to give way in the smallest degree and is making her preparations accordingly.

On Monday evening the Chief Interpreter at the Russian Legation left Tokyo for Nagasaki by the 6 p.m. train. Yesterday at Baron Rosco received a telegram from St. Petersburg, and was closeted with the Legation Secretary for an hour. Viceroy Alexeieff on Monday dispatched a military officer to Nagasaki. I is matter of speculation whether this messen er will proceed to Tokyo or whether he will be met at Nagasaki by Baron Rosen.

NAVAL PREPARATIONS.

The e is no slackening of the preparations in Naval and Military circles. The services of foreign lines of Japanese steamers from Kobe

are now almost entirely suspended, with the exception of the Shanghai line. There is a daily increase in the shipment of munitions of

war.

STEAMERS CHARTERED.

It is worth noting that Japanese and foreign steamers chartered by the Government have been exempted until further notice from ebser vance of the rule requiring them to report their destination at Harbour Offices when

leaving part. The British steamer Firth of Beauly, now at Yokohama, which was purchas ed by Mr. Harada, has been renamed Seiun- 24 and chartered as a transport.

RUSSIAN TROOPS ORDERED TO LEAVE CHINA. All the Russian troops are under orders to evacuate this province immediately and con- renirate upon Port Arthur, except the smallest puss:ble garrisons. The Legation guard at Peking is being reduced, and at Tientsin the Russian force will be limited to 20 Lossacks under a subaltern officer. The rest of the squadron now at Tientsin, together with tronps tram Peking, leave by special tan to-morrow for Port Arthur. It is reported that similar s eps are being taken by the japanese, but this we have not yet been able to confirm-China Times.

The foreign captains in the service of the Nippon Susen Kaisha have been asked if they are willing to serve in their usual capacity on the steaners that have been engaged as transpur.s, in the event of war.

COMMERCIAL.

Messrs. W. G. Hale & Co., writing from Saigon on 15th inst, slate:-

During the period under review, our market kept rising gradually, and, at the close, shows much more firmness, although there is a gener calmness of demand. This state of things is to be attributed to the following causes. Our harvest proves to be later than first anticipated, and new grain is coming to market but in small parcels of 3/4000 piculs daily. There being contracts fa ling due shortly, millers are obliged to buy at any rate to cover their requirements. On the other hand, the Hongkong market, owing to a fair demand for Japan, having gone upconsiderably, Chinese can well afford to ship their rice to that destination and avoid selling it on the spot unless at the equivalent of Hong 'kong prices.
