He has determined that appointments to staff shall be opened to the general body of officers. Practically staff appointments have up till now been confined to a privileged class, and could generally be obtained only by influence Under the new system appointments to the staff will only be for three years, and at the expiry of that period the officer will return to his regimental duty. At present the practice is pretty much "once a staff officer always a staff officer," but now that the appointment is to be opened up a much larger number of officers will obtain experience of staff duty.
