German officials were optimistic about the development of the negotiations from the moment when the first cloud of danger was discernible in the Far East; and they have not swerved from this standpoint. In fact, at this juncture they appear to be more optimistic about the future than ever. Avery well-in. formed German politician remarked to me:-- "If anything bad happened likely to alter our opinion, we should have heard of it. No news of a disquieting kind has ro far reached us." As far as I gather, people here gange the situation from a different point of view from that taken up in England.

METHODS OF MUSCOVITE DIPLOMACY. What is described on your side of the Channel as a dangerous game on the part of the Russians scams to be looked upon here as merely a feature of the methods of Muscovite diplomacy.
