For these the present is favourable for Japan to strike a blow at her colossal rival, seeing that she is more ready for action as compared with Russia.
German officials were optimistic about the development of the negotiations from the moment when the first cloud of danger was discernible in the Far East; and they have not swerved from this standpoint. In fact, at this juncture they appear to be more optimistic about the future than ever. Avery well-in. formed German politician remarked to me:-- "If anything bad happened likely to alter our opinion, we should have heard of it. No news of a disquieting kind has ro far reached us." As far as I gather, people here gange the situation from a different point of view from that taken up in England.
METHODS OF MUSCOVITE DIPLOMACY. What is described on your side of the Channel as a dangerous game on the part of the Russians scams to be looked upon here as merely a feature of the methods of Muscovite diplomacy. They eliminate the idea of "danger," because, from the confidential tone of their criticism, they appear to understand the "Russian" better than we do.
