In naval warfare at in land battles the train. ing of the combatants counts for a great deal, but nevertheless the saying that Providence favours the heaviest battalions holds good at sea as well as on share. At present the fleets of Russia and Japan are fairly evenly matched, the balance being slightly in favour of Japan. Russia has in the China station 71st-class battleships, namely, the Petropavlovsk, Poltava; Sevastopol, Retvizan; Peresviel; Czarevitch and Pobiedn. It is curious that the Gromodoi, which is alan on this station," is nearly always classed as a battleship. As a matter of fact the Rossin, 1st-class cruiser, has a better claim to this title being more heavily armoured, and

In many respects the 'is similar to the British battleship Glory which is so well known in these waters, but the Rus 'sians have managed to mount more guns in her than the British have in their ship, without apparently sacrificing any coal room. The Japanese battleships are built on more English designs, and are taking them all round a more homogeneous fleet. The Milasa of 15,200 tons displacement is one of the finest men-o'-war afloat. She does 18 knots and Lor carries 4—12 in.; 14-6 in.; 20-11 pdr.; 8-3 pd1; and 12 9ma'ler guns and 4 submerged torpedo tubes. The Hatsuse, Asahi and Skikishima are very similar to the Mikasa in all respects. The Yoshima and Fuji although of nearly 3,000 tons, less displacement carry ex- ceptionally large armaments. These six ships form the cream of the Japanese Beet but the list of battleships cannot be classed without men- tion of the Chinyen, 7,270 tons, captured at Weihaiwel on the 12th February, 1995, her speed being only 14.5 knots she would hinder her swifter sisters in any extensive manœuvres, but she and the Fusso, another out of date vessel, would probably render a good account of themselves if employed in harbour defence work. There are three other coast defence ships in the Japanese navy, the Fiyei, Kongo, and Pingyen. They are at present used Rs training and gunnery ships but would un. doubledly undertake more serious work should their country be in danger.

The Amur, torpedo transport, is also some- times classed as a cruiser. Of the above mentioned vessels the Rossia, Rurik and Gromcool are the only ones of over 9,000 tons. The Japanese armoured cruisers should be more easily handled than those of their op- ponents as they are almost identical in armour, speed, armament and displacement, The Japanese boats are:-

Besides these there are three cruisers of the last class building, one of which the Niitaka should be ready for sea shortly-and also the two beautiful vessels which have just been bought, and are on their way out from Genoa. Gunboats and torpedo vessels there are in plenty on both sides, but it is after all between the bigger chips that the decisive battles will be fought. At present Japan has the advantage, hat she has no overwhelming preponderance and a small mistake on the part of her com. manders would soon make the scales lean to ward Russia. If war is likely her most fatal mistake would be 10 await the arrival of the Russian feet which is supposed to be on its way out from Bizerta. At present she has no great adds to contend against, but if the Russian feet is allowed to be reinforced Japan's would have to fight equal to, if not better than, hers.- N. C. D. News,
