There are 3,000 Japaness in the Maxi- can silver mines, and I have yet to receive a single complaint that they are physically in- ferior or less capable workmen than the natives. "Will there be war' with Russla? - Ponibly, Japan believes war is insvitable, and that there, only remains the date for firing the fret gun. We are ready. We know to a man and agan Russia's strength in the Far East. Our Foreign Office is fully advised of the serious internal disturbances in Russia. The Czar's Government is not anxious for war. But, on the other hand, if they will not recede from their Manchurian position, we will not com promies.
KOREA'S INTEGRITY. "Japan will never settle the matter on the basis of taking Korea while Russia takes Manchuria. We do not want Korea. The integrity of that country must be preserved. So far aa Manchuria is con- cerned we do not want it either. Japan will have equal commercial rights with Great Bri- tair, the United States, and the other Powers.
