toast having been most cordially responded to the Chairman said: I thank you from the bottom of my heart for the very cordial reception you have given to the loast of "The President" this evening, and for the kind allusions which Mr. Gundry has made to my early connection with the China Association. I can only say, what I am certain has been said by every president for many years past, that the whole success of our Association has been largely owing to Mr. Gundry himself. No one has had a more intimate knowledge of all that has been going on in China for the last forty years than Mr. Gundry. As editor of the North China Daily News and correspon- dent of The Times, and still a consiant cone tributor to the Press, he has kept us in touch with China in every possible direction, and I am certain I may say that by the many able despatches he has drafted to the Foreign Office he has earned our sincere good wishes for tho remainder of his life.

I am perfectly sure that the traditions to which I refer have been maintained to the present time.. we could only translate our guests who are with us this evening by some magic to that distant empire, they would under.sistent for us to press upon Chisa the ur, ent in those early days. Few. in fact, are so welling, and best preparation now on the market, stand how near, how dear, how great was the hospitality of that part of the world, and how it has sweetened the lives of those I see around me to-night, and who were living in that part of the world in those days. The annual din. ner of the China Association is a function not altogether unworthy of the regard of those whom we entertain here this evening, in spite of that modesty which is characteristic of every, man who has lived for some years in China (Laughter.) We may be considered as no unworthy representatives of the men who have carried the commerce of Great Britain into the most distant parts of the world, and carried it, I am glad to say, upon the whole with merited success. A very few years ago, I may say the Chinn Association concerned itself absolutely with nothing whatever except the idea of the commercial progress in which we are all individually and collectively interested, but 10-day the Chinese question has taken a larger and wider sweep, and i.cannot be othermore, the obstacles which were presented by wise than discussed more or less in meetings of this kind. The question which underlies our thoughts at the present mument is this: How far will China be able to work out her own salvation; how far will she be able (with the assistance I trust of Great Britain) to maintain her integrity; and how far and in what manner. wil British interests be sustained in that country. (Appinuse) These difficult and delicate points take us into the realms of prophecy, but the gift prophecy is indeed Aupposed to be solely posse sed by the members of the China Association for the time being, and I should be extremely sorry to interfere with their privilege. I do not know that it is necessary to veni use to say exactly the date at. which Manchuria will be given up to China by the power japan in now negotiating with, 1er European nations. If that is done, China have some knowledge of the subject, but will not dare to prophesy as to the time when the progress of the Siberian Railway will make an end of some of those unfortunate steamship companies who have been carrying on their trade with China. Gentlemen, I dare not venture to refer to those topics in that prophetic spirit which might belong to the president of the Association. We are happy to have among our guests this evening a noble lord, who will be able-if he chooses-to speak upon ail points of interest connected with the Eastern Question. I do not for one single moment say, that the noble lord will inform us, but he may prefer, like myself, to avoid as far as possible any prophecy or of entering upon subjects except when he actually knows. But I shall be very glad, indeed, if my nable friend should be able to endorse the utterances of the Prime Minister at the Guildhall by saying that the danger of war between Russia and Japan may at all events be considered in the process of termination and coming to an end. In that, however, 1 trust, without encroaching on the province of our president. that I may at all events say that under the reign of Lord Lans- downe I believe that the Foreign Office has done everything possible in their power to promote peace in that part of the world, and at the same time is promote british interests in China in general. (Hear, hear.) I dare say the Foreign Office, every now and then, must feel the want of a man like our friend Mr. Gundry, (Laughter.) Whether that be to or not, I, as a private individual, venture to say that I believe Lord Lansdowne has done every- thing that was in his power to promote the interest of this country since he came into power as Foreign Minister. My noble friend Lord Percy, who is to reply to ibis' tepat, will allow one who is an old P. rliamentary hand to say that his record since he came to the Eouse of Commons is such as to satisfy us that he will do everything in his power, yerything that he possibly can do, in order to protect the Interest and advance the welfare of Great Britain in that distant part of the world; and again I trust, without unduly respassing on the ground of our president, that in doing so
will have an opportunit that she has never had before to proceed on the path of progress, and to base her political institutions on the only sound foundation for the economic prosperity of the country. With a single, but a not un- important exception, she now enjoys the terri- atial status quo which she enjoyed before the war broke out-that single exception is, of course, the three northern provinces of Man- churia. That those provinces would be restor ed to China, and that the process of their re storation would be a gr. dual one, we have known for some time, What we do not know even now- and I think the want of information

Well, of co se, the im port trade is that in which we are most rimarily interested, and I do not think any. one can have read the evidence given before the Steamship Subsidies Committee last year without realising that there are new factors at work which may seriously threaten our com-
mercial predom nance, even in those quarters

That no doubt, Is a very serious factor, and of conne.there are some persona-a good many persons at the present time-who are apt to tell as that the retrogression or stagnation of our import trade is due entirely to the apathy or lack of intel ligence of our own commercial, and man.
