To come to the events of to-day, the Japan- ese. Government achieved what it believed to be a great success by the alliance with England. This was to strengthen Japan's hands and secure her safety. It is at the present moment having precisely the contrary effect, for now that she is weighing in deep anxiety the ONE SIMPLEX PIANO PLAYER BE

considerations which should lead her to fight or not to fight Russia, the whole vast influence of her ally is naturally brought to bear to induce her not to fight, whatever her own in- terests may dictate. On the other hand, the alliance gives her little or no counteradvantage, for England is only bound to intervene if France joins Russia, and this she would virtual- ly have been compelled to do in any case. Therefore for Japan the British alliance is positively a source of weakness—like the soft hands of woman in Mr. Kipling's poem, it-

Strikes the spur from the booted heel. The disappointment and resentment of the Japanese people when they reafire this will be a factor in their foreign politics. It was ap parently not foreseen by any of those in our own country who welcomed so enthusiastically the conclusion of the alliance.

But the hardest part of Japan's hard case is her situation vis a vis Russia at the pre- sent moment. What has been foreseen so long by herself and by her friends for her has now come to pass; the arrival of the day when she must decide whether or not she will fight Russia-that- is, when : her, whole future is vitally at stake. Her pro- grammes of naval and military expansion are practically completè; she will never be re- latively stronger than she is to-day. În ests of war with Russia she would have every hope of securing quickly the command of the sea. This would be tantamount to victory, for sha could then take her own time over any other štops; prepare and launch expedition afte expedition at vulnerable points; and rely cont fidently on a breakdown of Russia's land com- munication - with the Far East, whether by reason of mere railway failure or of the railway being destroyed at various points by the Chinese. This relative superiority will not last much longer; powerful Russian naval reinforcements are already on their way to Chinese waters ; in a few months the potential command of the sea will not be hers. Merely en a calculation of chances, a Japanese Bir. marck would decide to strike now. That Russia is moving slowly but surely upon Korea is certain; that an independent Korea, or, a Korea controlled by Japan, is a matter of life and death to Japan is equally contain; every week that passes diminishes, Japan's chance of victory. Why, then, does she not strike ? .

It is hard to say, but some of the considerations. which must be weighing with heräre obvious, In the first place, the decision she is called upon to make is one of appalling difficulty. Nothing less than her permanent existence as an inde. pendent nation is at stake. If she were badly beaten, then, sooner or later, unless Russia herself were badly beaten in a war elsewhere, Japan would come under Russian influence, and her future place would be in the 'shadow Instead of in the sun. Second, England, her ally, is holding her back. Third, she | is probably disappointed to find that she can expect no halp from England.
