In the recently published I. M. Customs. Trade Returns for 1902, the report relative to the Kowloon District is of particular interest to the Colony. Though the report still bears the name of what is now, to all intents and purposes, British territory, it really refers 20.00 to the district situated just beyond

As for the Filipino, he is generally pronounced to be virtually worthless. Why then should the Japanese be excluded? They appear to be precisely the element needed for developing the islands. This procedure on the part of the civil administrators looks like racial prejudice run riot, but, judgment must be suspended until fuller particulars are obtained.
