It is asserted that Russia is not ready for hostilities; that her military programme is not yet completed, and that her finance is unsatisfactory.

An extraordinary incident has arisen out of the publication of the evidence given before the War. Commission:

She fought well, and though delayed a day in reaching Hongkong steamed up to her buoy in the Central Fairway this morning looking none the worse for her experience. Hough, broke adrift, and owing to the pitching and rolling of te vessel great difficulty was experienced in making it fast again. The Empire was spe cially designed to suit the requirements of the company's important mail and, pai senger ser- vice between Australia, China and Japan, and altough constructed to carry a large cargo is also intended to maintain a good spied at sea. This she has succeeded in doing on her latest trip and passengers arriving have expressed satisfaction at her behaviour during the wild time at sen.

Other vessels also encountered the storm, but we have not heard that any serious damage bas been sustained.

The evidence given by Sir Archibald fun- ier before the War Commission was on Febru- ary 13, and dealt largely with Ladysmith at the outbreak of the war on October 11, Hunter was in Ladysmith, having landed from India five days before. He had been designated as General Buller's Chief of Staff. Throughout.

ORDINARY GENERAL MEETING. of HUMPHREYS ESTATE AND FINANCE CO., LIMITED, will be held at the COMPANY'S" OFFICES, Nos. 38 and 4, Queen's Road Cen- tral, Victoria, Hongkong, on SATURDAY, the rst day of October, 1403. at NoON, when the SUDJOINED RESOLUTIONS will be pro- posed, víz:-

"That the Capital of the Company "be increased from $1,000,000 (divided "into 100,000 shares of $10 each) to $1,500,000 (divided into. 150,000 shares of Sto each) by the creation of 50,000 "new shares of Sto each to be offered and "if accepted to be allotted to the present "shareholders of the Company at par in "the ratio and proportion of one saw "share for every two old shares in the "Campany held by the respective share- "holders thereof, the amount payable on "each of such new shares respectively to "be paid at such time or times and in such manner as the Company by its General "Managers may hereafter determina,"

2." Th Article No. 82 of the Articles "of Association of the Company be can "celled and the following Article subs "tituted therefor

"The remuneration of the General "Managers shall be $4,000 per annum "(which shall cover office rent but. "not salaries of Secretary and other "employees) and a commission of 5 "per cent. of the net profits of the "Company for each year that such profits amount to 7 per cent, of the "Capital of the Company."

Should the above Resolutions be duly passed They will be submitted for confirmation as SPECIAL RESOLUTIONS to a SECOND EXTRAORDINARY GENERAL MEET ING which will be subsequently convened.
