A telegraphic, despatch, rereivnd here from Kobe, and dated Sunday, 11th inst. reports that Baron Rosen, the Russian Minister to Japan, on his return from Port Arthur, whither he had been to confer with Viceroy Alexeieff on the question of the eva- cuation of Manchuria, which Rus sia had been pledged to effect on the 8th inst, presenteal a memorandum to the Japanese Gvernment, to the effect that Russia declared her impos- sibility of evacuating the country.
