THE NEW HEBRIDES.
SHOULD THE ISLANDS HE DIVIDED?
The New Hebrides question-whether the islands shall be wholly British or French, or whether they shall be divided between the two Powers-is just now exciting a deal of interest. Last month it was discussed at length by bath English and French newspapers. It was pointed out that the recent visit of King Edward to Paris and the return visit of President Loubet to London had greatly helped to cement the friendship of the two countries, making the time favourable for the settlement of all inter- national differences. At such a moment, it was said, there should ha no difficulty in determin ing the New Hebrides question, which is daily becoming more intensified, and if allowed 10 remain longer in abeyance may lead to serious trouble.
There seems, however, great difference of opinion, even amongst French politicians, as to how the rival claims should be settled. Until quite recently the French were pretty unani- mous that, the only satisfactory arrangement was to annex the whole of the islands forming the New Hebrides Archipelago io France and to proclaim them French territory. On the other hand the Australian view, only feebly supported, it is feared by the home authorities' was to make the islands British. Within the past few weeks it has been proposed that the islands should be divided-one-half to be Bri- fish the other half French It is this idea which was last month discussed by the French and English newspapers.
M. E. Etienne, vice-president of the Chamber of Deputies and President of the Parliamentary colonial party, has written an article in the London National Review, which the Paris daily newspaper, La Politique Coloniale, has criticised in severe terms. M. Etienne main- tains that France has a right to the New Hebrides, on the grounds of the geographical situation of the islands, that she was the first to make them of any value, the preponderance of the French element, both in numbers and activity, in ownership of the land, both culti- vated and unused, etc. He concludes by suggesting the possibility of a division of the islands between France and Australia, the Jatter taking the northern islands and France those on the south, being nearer to New Caledoria.
La Politique Colontale refuses to accept this suggestion as a solution of the difficulty, characterising it as mere trickery; and its opinions are apparently supported by a portion of the colonial party in the French Parliament. Le Courrier Australien, claiming to voice the opinion of French residents in the Archi. pelago, New Caledonia, and the Common- wealth, strongly repudiates the idea of a division of the islands. Admitting that the good understanding now prevailing between France and England makes the time opportune for mutual concessions, it urges that the New Hebrides are not the place for the exercise of such a policy.7
"The question," it goes on, "though small and mean if considered intrinsically--that is, in regard to the resources, commerce, national benefits, and general influence of the Archipel ago-is for us one of the first importance. It is such from a double point of view, that of the security of our possession of New Caledonia and that of our dignity; for it cannot be dis.. puted, and never has been tried to be disputed, that the New Hebrides are a natural depend- ency of New Caledonia, in the same way as Tasmania is a natural dependency of Australia. She has not done it. The Federal Govern: ment, Without perceiving it, has been called upon to furnish the proof. Had the Australians shown the will or the aptitude needed the New Hebrides plantations would long since have belonged to them. The fact that it was neces sary to resort to subsidies to encourage artifi. cial colonisation proves that Australian colonisation of the archipelago is not in the natural order of things.
