The Iumber is practically valueless in Korea unless it can be conveyed to a market, and therefore if the Russians want their produce taken away from a non-treatý port they will have to charter a Russian vessel or a vessel flying a Russian flag. Then, if Japan seized such a vessel, creń if asked by the Korean Government, that Government would have to make their com- plaint to the Russian Government, and we all know how Russia would answer.
