Japan considers that the proposals indicate the nominal substitution of a commercial for a military occupation; but create an armed camp in the middle of Manchuria along the Sungari. Should China make such a concession in the case of the Sunguri, other Powers will be entit- led to similar concessions on any Chinese river..

The papers also object to the unreasonable delay in the evacuation of Manchuria, also to the proposed differential rate of duty on rail- bome goods, which conflicts with the new trealy tariff.

They denounce the special privileges grant- ed to Russian banks rutside the Settlements; also the proposed telegraph monopoly.

WHY THE GATES WERE SI UT. A few days ago I wrote you that there was some unusual excitement among the officials of Canton. I have now learned that on the day in question a noted robber was captured. A reward of $5,000 had been offered for his arrest. He was captured near 'Canton, but

the officials are very reluctant to speak about the man. After his arrest the rumour spread that his friends were determined to try and rescue him from prison. The man is believed to have many rich relatives and these relatives were sharers the plunder and helped the robber to escape justice. The officials were very much scared and as the city is so poorly guarded the gates ivere all shut early, and the guards increased as much as possible. So far all has remained quiet.

THE WEATHER, September has been a wet month thus far. Rain has fallen every day. Some days we have had a regular downpour. In the country the rice is being planted or sown and the rain makes the work easy. According to an old saying among the farmers, "too much rain during sowing time makes a bad harvest." The explanation being that the rainfall during a year is about a fixed quantity. If the rain fall this month is above the average it will be "Below the average next month. The second month for the planted rice is the important ont. Plenty of water is required. But as this mouth has an unusual amount of rain the next month will have little rain and so the rice will suffer.

ODD SHIPPING INCIDENT AT PORT ARTHUR.

no other particulars were to be had. Our cor respondent proceeded and arrived next morning at Dalny. As the hotel he found English very imperfectly understood, but at the railway station was a "proper English-speaking Russian business man," who said great damage has been done by the xaius and floods, did not mention the bridge, but when questioned admitted the collapse to be a fact and that lives had been lost. He stated they were quite unable to learn the extent of the damage as all the wires were down, and that passe: gers might have to wait eight days or perhaps a month. Thereupon our cor respondent availed himself of the offer of the skipper of a British tramp to take him down to Moji and had a must interesting passage: From Moji he proceeded by train to Kobe to catch the Doric, as being the more certain way of attaining his object.

The writer of the letter adds that the Dalny hotel was full, mostly of American trippers, 1 stranded and all making plans. He would have tried Vladivostock, had there been a steamer, but the only one going was similar to that in which he made the passage from Cheloo to Dulny. As these load coolies the only way to travel in them is "to balance on the top of their deck house, very uncomfortable for a long journey.".

Intended passengers home via the Siberian route were advised to proceed við Vladivostock, to which port the C.E.R.S. Nonki was to be dispatched yesterday.
