WHY FRENCH COLONIES FAIL

COMMERCIALLY.

THE OFFICIALS" ANNUAL HOLIDAY.

A Tunis correspondent of the Gløde writes:- "One of the chief reasons of the want of suc cess in French colonies is, no doubt, that the capitalists of the Mother Country will not in- vest their money in Colonles . Added

to this, money made in a colony is not spent there. To commence with, the highly-paid officials, from the Governor-General down, all seem to erumomise the utmost possible for cleven months in the year in order to pass (ne month every year in the Mother Country, where they leave their economies,, to the detriment of the colony. Still, in this instance, the Mother Country is not an actual lose.

CHEAP IMPORTED LABOUR. Turning to the Furapenn working class in Tunisia, the best part of which is Italian and Sicilian, these propie live very economically and send all their spare cash bonie, ie, to Italy or Sicily. Take, for instance, the Italian mason, who may earn 3) francs per day. He flourishes badily on macaroni and the like, at a cast of half a franc per day, puting by the three francs pr fit on his day's work to send home to his Fatherland from time to time. The French Inbouring classes are not sufficiently encouraged The employers of

OFFICIAL RESTRICTIONS ON NEW

ENT RPRISE.

"Then we come to the Administrative of Governmental departments. There are num- barless, administrations. ... Without · doubt they do give no end of work in making com. merce as difficult as possible with their restric- tions and formalities in the way of all new en- terprise.... The mistake is made by subsidis- ing such big undertakings as railways, mail boat services, &c. by guaranteeing their profits at a certain figure. The result is that these subsidised undertakings realise that the more they gain the less subsidy they receive, and consequently they are content to do just what they have undertaken to do for the subsidy' and give themselves the lease possible'ennui,' without consideration for the commercial inter- est of the colony.

ABANDONED DAZERTY,

"Some years back the Ministry realised what a magnificent port and naval station France possessed in Bizertn, and they started to make the most of it. Big credits were voled. and there was every prospect'ní Rizerra be- coming the fineşt nava' station in the Mediter ranean, but sudden changes in the Ministry bring about different i les Works commenced at. Bizert are allowed in drag instead of bring pushed to completion with the last pass ble delay, which is, after all, the true economy; nothing is done in pr is that all importan question for a naval port--enal stocks; but. on the contrary, no Government support was accorded an enterprising French company, encouraged by the late Admiral Ponty and a former Minister of Marine, which menad

port in the Mediterrancas and that all boats traversing the Mediteranean are in sight of Bizerta when passing between Carl Island and Cape Blanc, which all do gaing the direct route from the Black Sea or Suez "
