The Alleged Agreement Between
Iussia and Japan.
Tokio, 4th September. An official denial has been given at Tokio to the report from London via Herlin, that the bases of the Russo-Japanese negotiation are the recognition by Japan of the interesis ac quired by Russia in Manchuria, in exchange for the recognition by Russia of Japanese in- terests in Corea.
The fact that negotiation is going on is ad- mitted, but the above bases are declared to be remote from the truth, as Japanese interests in Cores are already recognised by Russia in the protocol of 1898.

ALLEGED ROBBERY WITH
VIOLENCE,
Early on the morning of the 4th instant, the silence that reigned over the police station at Tai O district, some 30 miles away, was disturbed by cries from a native informing the police that his house had been broken into and
of His Majesty's Government the prisoners should not be surrendered." This reply, we are told, was received with cheers in the House. Whether the decision was partly dictated by the barbarous execution of the reformer Shen Chien, which has only just recently been en. acted in Peking, we cannot say, but at all events, whatever views the other foreign Ministers take, or are instructed to take, we presume that the decision of the British Government is final in the matter. Doubtless it may be sought to show the Chinese that the British are not their friends; that, say, Russia or other Powers would have surrendered the unfortunate six men whose extradition is demanded, and have thereby exhibited their regard for the Chinese Government.. But then the Governments of these countries look on political offences in quite a diff rent light to what they are regarded in this country. It seem, prima facie, that men who have confessed that they had written pamphlets which were unquestionably of a highly seditious nature, that they had called the Emperor a petty thief, had advocated the dethronement of the alien Manchu dyriasty, and worst of all, had reminded their Sovereign, who has, of course, been deprived of consider. able portions of his hereditary dominions, that the Chinese penalty for losing territory is death, should be handed over to their own authorities for punishment. They deserved punishment, and sove e punishment, for their offences, and deutless, had the vixed Court proceeded to sentence, they would have received it Fresum- ably indeed they will be sentenced by that Court, but their sentence will be carried out in the foreign settlement at Shanghai, in terms of the orginal agreement with the Taolai as the utcome of the extraordinary proclamation he wanted to have issued at first within the settle-
ment.
We need not, however, concern ourselves with defining the case. The point is that on the refusal of the British Government to surrender the men an impetus will be given to the Reform movement in China; whilst it will make Shang-
hai and forein concessions and settlements in China enderrous for the reform elements, whilst greatly increasing the responsibilities of achninistering those areas. Sedition under the protection of extra-territoriality is not quite a pleasing spectacle even when the corpus vile is the Chinese Government. There is little denbt that whist there are many right-minded persons seeking only the welfare of the country and the people who have made Shanghai,that centre of progress their head-quarters, there have been many other malcontents and mem- bera of secret snc eties who have sought asylum there, and are pretectly prepared to abuse the privileges, These men have disseminated liter ature calculated to cause much perturbation to the official mind. to believe the Russians were gradually buying up in London the bonds of the railway beyond the Wall, ie, Shanhaikwan to Newchwang Matters have developed quickly and I now Auditors. learn there is a chance, and even probability, of the line coming under Russian control very soon. The Chinese (Pritish and Chinese Cor poration) are by no means averse to this as the line is costing them more than double what 'it earns to keep up, and they are rather glad at the chance of getting rid of a white elephant. So that commercially the deal may not be so short-sighted. But politically it is otherwise. This will bring Russia right up to Shanhaikwan, and what everyone is not unnaturally anxious about is, Will the British Government take steps to see that she comes no further? British investors have absolutely no assurance that any protection is meditated for Tientsin at all, not to mention the coal nines of Shansi, Kaiping, the harbour works at Chingwantao and all the other channels through which British capital has sunk deep into Chinese soil. We await developments with both curiosity and anxiety. I hear that a consultation is now going on between Chi- nese and Russians about taking the line over. If the Russians do take over, there are some rather nice coal fields some 30 miles from the me which the British and Chinese Corporation are nnw prospecting and expect to turn to some account, but if the Russians have the line these may have to be dropped. A branch line would be necessary to connect the main line with the nines and then the coal would have to find an outlet over the Russian ine which would hardly make for profit. The place where the are is na oldfishing village called Mampen which at one time possessed some importance with a local junk trade and recently had a native custom house opened there.
As will, perhaps, be remembered, two at tempts & short time ago by Peking officials to get ex-Governor Wang Chih-ch'un of Kwangs summarily punished for misdemeanours were unsuccessful, the ex-Governor being well de fended by certain of his fellow provincials in the Capital, notably Chii Hung-chi. According to late advices from Hsün-chou, Kwangsi province, the headquarters of H. E. Viceroy Tiếc Ch'on-hsilen, H. E, seems to have, drawn from at least eight provinces for rein. forcements to assist him in his scheme of crush- ing the so-called rebellion in Kwangsi, namaly, Kwangsi, and Anhui provinces-the Hukuang, from each of the Liangkiang-Kiangsu, or Hunan and Hupeh provinces; the Min-Chê, For Fukien ind. Chêkiang provi ces, and from Rwangtung province,The total force will be not far short of 35,000 troops of all arms.

It is now suggested that the hemp be purchased in Manila through a German firm and shipped by steamers belonging to the 54,547.782 North German Lloyd or the Hamburg America Line to Bremen or Hamburg, from where it 323.551.032 can be forwarded by rail to the inland con sumers. Such an innvoation presupposes that 154.975.010 the railway freights from Hamburg or Heemen 16.863 956 Cologne and Mannheim will not exceed the 247.41 1.164 water freight from London to there places. The Cologne branc's of the railway bord bas proposed the establishment of an exceptionally cheap Manila hemp tariff in order to reduce the railway freight, and the Royal Prussian rail- way authorities have adopted the proposition. The board justified its recommendation by the hope of the following economic benefits: (1) The German consumers will be freed from the British intermediate trade: (2) the profits of intermediate agents will fall to German firms; (3) the chances will be greates that the article received will be of a bel er quality the present system: makes. German Consumers dependent upon the British condi- tions of contract, which are not in their favour; moreover, the retail nland consumers cantical spect and select their goods on the spot: (4) the freight charges will be ears ed' by German steamship companies. Hitherto the average tariff for the hemp mounted to pl. 35 per metric ton.
