only been carried out by Parliament with the very greatest difficulty, and if we inquire inte the financial situation of Japan, and if we admit, as we're bound to do, that money is the sinews of war in the Far East as elsewhere, let us see if the Japanese exchequer is equal to the strain which it will be called upon to bear. To say that the development of Japan is one of the wonders of the world is merely to repeat a platitude." So far we can cordially agree with Moniteur, as Japanese exports which barely touched five millions one hundred thousand pounds sterling in 1872 rote to the immense sum of nearly fifty-one millions in 1972, and in the same period the imports rose from two millions to twenty-five millions. One may search the annals of commerce in vain for a parallel case. This immense act. vance in commerce had as its corollary a simi- lar increase in railways, and in her mercantile. marine; in 1871 there were but thirty kilome tres of railroad, in 1907 there were 5,900. In the year 1891 Japan possessed 586 steamers, of an aggregate tonnage of 145,962 tons. In 189; she possessed 722 sailing vessels and 743 stea- mers, of a gross tonnage of 212,925 tons. In 1899 she had 1,914 sailing vessels and 1,130 steamers, of a gross tonnage of 648,374 tone. Thus it will be seen that in eight years the total of her mercantile marine had increased by 345 per cent., the tonnage of steamers by 409 per cent. At the same time her internal industries have progressed in a not less astonishing manner, particularly in the direction of fac-TO-DAY.. tories for the manufacture of articles which hi therto had exclusively been imported from abroad. All this our Moniteur freely admits, but when it comes to expenditure he proceeda
