Joking apart, we are inclined to think that in his anxiety to propound some theory, the lecturer has donned the mantle of prophecy and entirely ignored the existence of anme physical faces which even the most scientific mind cannot overcome. One of these is the extraordinary reproduction. These coloured races have often survived to prognostics of many a visionary theorist, and if a large propor tion of the human race is content to remain in a comparatively low state of "efficiency," the so-called superior races will have to reckon seriously upon the existence of a hard fact. Even in the United Stues the Negro popala- tion, in the midst of a white civilization, is multiplying at an alarming rate. In South Africa, the same tendencies are to be seen at work. In Indi, despite several consecutive. years of the direst visitations of Providence- which might almust be expected to invest the preponderance of births over deaths-the peo ple of the soil are increasing rapidly. And above all, there is what is called the "Chinese problem with his countless hordes of yellow people Mr. Wells talks glibly of checks on reproduction as if the many hundreds of mil- lions of people must necessarily disappear if they fail to develop destructive personalities according to his ideas of "efficiency.". But what if a reaction were to set in? Suppose the people of China, with boundless capacity for labour, and the enormous undeveloped natural resources at their command, were to set them-

selves as they undoubtedly will some day-

We con- tend that in propounding his theory of anticipa tions Mr. Wells has never dreamed that the people of Chin, who can live infinitely cheaper than white men, and work harder and longer, may some day so far intrude into the present system as to make the European a poorer- and therefore looking at his environment, a less efficient-man, The awakening of China may ultimately intensify the struggle for exis- tence in the West, but to argue and set up a theory of anticipations, that in the future struggle for existence the coloured man "must go and vanish "before the advance of the white races is to set aside and ignore the teachings of experience and of certain economic and physical facts and slightly savours of colour blindness.
