February. But it again rose up to 480,000 in July. The third consecutive year of the famine was no better. The monsoon was feeble and erratic, and the Northern Districts were infected with rats and lo usis. In the Presidency prefer the harvest was but $5 per cent of the average. Sixty-four per cent. of the area sown failed, and rats and locusts destroyed crops over 158,000 acres in Ahmedabad. There was seen the unique combination of cheap grain with famine conditions of great intensity. Amongst the Provinces of India Bombay alone has experienced three successive famine years and a slight idea of the magnitude of the distress, the extent of the loss and the enormous economic disturbance thus set up may be conceived from a careful perusal of the report, whose official statistics, reflecting as they do only a portion of the losses, are serious enough. It is computed that, in the three years, the loss in foodstuffs alone was B millions of tons, worth. 60 crores of rupees., The non-food crops lost are valued at a mode- rate estimate 132 crores, and the cattles which perished at two crores, thus, bringing up the dismal total to 74 crores or so millions sterling. In addition to this these were enormous losses which cannot be calculated. Large sums were spent from savings in the fruitless attempt to keep cattle alive. In the struggle to keep the wolf from the door, the household Gods went to the bunnia, and domestic utensils to the value of some forty lakhs were exported in the form of copper and brass: As for the silver ornaments melted down there is no record, but they have practically disappeared. The population of the Presidency has declined by one and a half million souls. Many of the cultivators of the poorer class," says the report, "thrifly and improvident alike. in the greater part of both areas have lost all assets-cattle, ornaments, honses, household utensil and in some cases their land also-in spi e of the liberat assistance rendered by Government and private- charity and several years must elapse before they regain their normal p sition." The report is a melancholy history of the past three years in Western India and is seriously recommended to the notice of some of the most valuble members of the Indian National Congress, who, year in and year out, do not omit to prate about the shortcomings of a Government which conscientiously tries to do its duty to the millions placed under its charge and whose handling of the famine con- ditions which obtained in 1900-01 and 1901-02 was beyond all praise.
